Abstract
This study tackles the European Union position regarding the Israeli Settlement policy and the repercussions of this stance on the peace process. This stand was divided following the types of Israeli settlement policy represented by West Bank and East Jerusalem settlement, and apartheid wall. The study focused on showing the importance of EU instructions to avoid recognizing the Israeli sovereignty over the settlement inside the Palestinians territories and its instructions, which contributed, to the boycott of Israeli products and it proposed action plans to conduct those procedures. The study used the historical method and the analytical descriptive method to compile data and to induce positions. It depended on the decision making method to discover the EU foreign policy determinants. These methods were also used to describe and analyze data and decisions taken by the EU. This study started by explaining the foreign policy of the EU regarding the Palestinian issue it dealt with this policy as a historical entry discussing the most prominent stands since 1948 till 1999, then it analyzed the most important EU foreign policy determinants and their effects on the Palestinian issue, next it discussed the EU stand towards Israeli Settlements In the West Bank and East Jerusalem and the separation wall. In the last chapter, the study focused on the most prominent consequences of EU attitude towards Israeli settlement policy on the peace process. The study pointed out some important results. First, The EU is insisting on applying the standards that it is calling for. The most important ones are that settlement is illegal and against the international law. The EU innovates mechanism contributed to the boycotting the settlement products. EU applies its policy gradually and in a developing manner. EU behavior implies its capability of using the commercial and political relations with Israel to implement agenda that serves its foreign policy. Second, there are clear contradictions in the EU policy towards the nature of its relations with Israel. There are numbers of weak points appear in its decisions and mechanism for boycotting Settlements products. The policy of declarations and initiatives to return back to negotiations and the freezing of settlement activities was exploited badly by Israeli side. There are no clear political or economic punishments from the EU or other effective parties in the international community. This led to the changing of Jerusalem landmarks its judaization and the increase of settlement expansion in the West Bank. Gradually, Israel made the possibility of the existence of a Palestinian state with Jerusalem as its capital very difficult. The study has some important recommendations. First, it assures that all Palestinian, Arabic and Islamic efforts must cooperatively work to raise the awareness inside the EU about the importance of boycotting campaigns on Israeli economics, which will constitute a strategic threat for Israel. Moreover, this can direct the European public opinion and European institutions to support the Palestinian cause. In addition, the study recommends to construct European Palestinian research centers aims at directing the EU policies for further supporting stances for the Palestinian cause. It also works to innovate and renew political, economic and cultural lobbies and to provide EU means to be used to make pressure on Israel internationally in order to respond to the UN resolutions.
