Abstract

This study aimed to identify the role of Business Process Reengineering to improve the administrative performance in the Palestinian Ministry of the Health (MOH ) in Gaza Strip , to know how the basic requirements available to apply Business Process Reengineering in the ministry and its effect on improving the administrative performance. In order to achieve the goals of the study , the researcher used the analytical descriptive approach where the study sample included (167) employers from the heads of the departments and the administrative managers in the ministry. The sample test was chosen in a random way. It also used the questionnaire as a basic tool to collect data . The study was concluded with a number of results, the most important are : - There is availability in the basic requirements in applying the reengineering of the administrative processes in the Palestinian Ministry of Health in Gaza Strip at a rate of (59.50%). This means the minimum requirements are found which presented by ( strategy , High administration commitment and content , information technology , communication , employers' inability and change readiness ),but these requirements need support and reinforcement. - There is statistically significant relation at the level of α = 05.0 between the principles of reengineering the administrative processes in the Palestinian Ministry of Health in Gaza Strip and improving the administrative performance through developing ( the performance quality , work simplification , performance size , achievement speed and performance efficiency ). This study introduced a number of recommendations, here are The most important : - Reinforce the application of the principles of Business Process Reengineering in the Palestinian Ministry of Health in Gaza Strip for its role in improving the administrative performance. - The necessity in adopting the higher management to form a distinguished administrative staff that specializes in controlling the application process of Business Process Reengineering in the ministry. - Reinforcement the existence of a clear strategic thought for the higher management to adopt the principles of Business Process Reengineering in ث the ministry to improve the level of the administrative performance , to solve the problem of increasing the organizational frames , to limit the problem of responsibilities interference and to speed up the achievement of the administrative processes .
