Abstract

This study aimed at exploring the reality of parliamentary censorship of the Palestinian Legislative Council (PLC) over the Executive Authority and its impact on strengthening good governance standards. To achieve this objective, the researcher utilized a descriptive-analytical methodology, by distributing a questionnaire among Palestinian members of the Parliament and government ministers, and high-ranking officers of deputies and assistants with total 114 people. Because the study sample is small and made of 114 people, it included them all, and the researcher used SPSS software program to analyze the questionnaire results. The study concluded that: 1- The relative weight for implementing means of censorship at the PLC is 63.20%. 2- The relative weight of the level of impact of the PLC’s censorship in promoting measures of good governance is 66.15%, which indicates that there is a significant, positive, direct and statistical relation at 0.01 between the overall rate of implementing the PLC’s censorship, and the overall rate of strengthening good governance standards. 3- There are no significant statistic differences at 0.05 ≥α among the average of the study sample when it comes the level of implementing parliamentary censorship, and the impact on strengthening the principles of good governance, which is attributed to the following variables: gender, age, job, qualification, and number of years served. The study concluded: 1. The need to intensify political and popular efforts to end the Palestinian division, and seriously seeking to achieve national unity and reconciliation, and activating the PLC with all its political blocks, and working to organize public legislative and presidential elections. 2. Promoting and creating good parliamentary culture, which believes in political and factional variety, under the dome of the parliament. 3. The necessity to expand the use of censorship tools by the PLC as stipulated by Law, especially the tool of questioning and withdrawing or upholding trust. 4. Preparing a guidance for MPs about censorship tools that could be implemented, to explain the practical side of it to them.
