Abstract

The study aims to identify the citizens' attitudes towards the municipal police in Gaza and ways of enhancing its performance; in addition to determining the differences in their attitudes towards the municipal police performance according to gender, age, educational qualification, years of work in the trade, place of residence, social and economic situation. The researcher used descriptive analytical method. The study tools consists from a questionnaire and interviews, the study population consists from all shops and stalls owners totaling (2021) person, where the study includes a sample of (436) person from study population rate (20%), in which they were selected using random sampling method. The researcher prepared a questionnaire to measure the attitudes of citizens that consists of (60) items are categorized into three areas related to the topic of municipal police performance in Gaza; they are the ethical, technical, professional skills and field practices. The results showed the following: the performance of the municipal police in Gaza is a mediate estimate by a sample study estimates that in all axes of the questionnaire: the ethical and professional and technical skills, it also showed a variation in the impact of the study variables, gender had no effect on the study results, but other variables such as age, years of experience in the business, economic status, and marital status had an impact on the results. Besides we found out that the General Directorate of Police Municipalities staff is inadequate to cover all the areas and to fulfill its tasks without delay, and the municipality old laws had a negative impact on the performance of the municipality. The study recommendations: Work to amend the citizens trends through the provision of care to their requirements and facilitate their affairs, and the need to activate the circuit to control and inspection in the police to follow up on police performance in order to account the errors and evaluate the work and promote it. ص Update the laws that governs the work of the municipalities instead of the old laws, and activate the role of public relations and media in and outside the police service and create a page on the networking sites especially for the municipalities Police Department to enhance communication with the public and to provide necessary clarifications and guidance. The researcher believes the study may contribute in the improvement of citizen attitudes toward municipal police, the necessity to enhance the skills and abilities of municipal police officers as well as promoting mutual trust between them and the citizens', in addition raising the level of social awareness among both sides. The study also suggested more relevant studies due to the sensitivity of the subject and it's direct and permanent with a wide cross-section of citizens.
