Abstract
This study aims at exploring the reality of Human Resources Management in accordance with the EFQM in the Palestinian governmental sector and how to develop it. It also aims at realizing if there are statistically significant differences among the estimations of the sample of the reality of Human Resources Management in the Palestinian governmental sector that are attributed to the study variables: age, qualification and experience. The researcher uses descriptive analytical approach. The study population consists of the senior supervising staff in the ministries and institutions of the Palestinian governmental sector. They are: under secretary, assistant –under secretary and general manager. They are 173 employees in 2013/2014. The employees are distributed to 31 ministries and institutions supervised by the Palestinian National Authority in Gaza Strip. 150 questionnaires were distributed to the study population; 127 ones were recollected. The researcher uses the questionnaire to measure the study variables along with SPSS. The study conclusions: - The moving average of the reality of human resources management according to the EFQM in the Palestinian governmental sector is 3.252 while the relative weight is 65.039. - There are significant statistical differences at α≤0.05 in the mean estimation of the reality of human resources management according to the EFQM in the Palestinian governmental sector that are attributed to the variables of job title and age. - There is no significant statistical difference at α≤0.05 in the mean estimation of the reality of human resources management according to the EFQM in the Palestinian governmental sector that are attributed to experience and qualification. The researcher recommends that transparency should be considered when making decisions that are related to employees. The researcher also recommends that there should distinguished and unique achievement should be encouraged and rewarded on all the levels of the institution.
