Abstract

The study aimed to discuss the role of public diplomacy in strengthening the international attitude towards the Palestinian issue in the period from 2008 to 2013, which was characterized by a number of events. Those events were basic actors in moving public diplomacy towards the Palestinian issue, such as the aggressive 2008 and 2012 wars, and the Israeli siege, which was imposed on the Gaza strip. The study also discussed the public diplomacy concept as a new form of diplomacy used by civil society organizations. Furthermore, it discussed the historical development of public diplomacy in different stages of Palestinian wars, and since starting advocacy and popular solidarity movements with the Palestinian issue. It also discussed the public diplomacy determinants, which were represented in some UN resolutions and the Israeli practices against the Palestinian people. In addition, the study aimed to focus on identifying the global popular movement towards what is happening in Palestine during the aggressive 2008 and 2012 wars, which affected the world public opinion, and its impact on the Palestinian issue . The study shaded lights upon popular solidarity delegations that visited Gaza Strip to break the Israeli imposed siege and to work on classifying solidarity delegations with the Gazans. The study used the historical method, descriptive and analytical approach and the systems analysis because of the suitability of these approaches to this kind of studies. The study presented a series of visions, about public diplomacy, through a number of interviews, with some community dignitaries and actors, in domestic and international levels. The study indicated a set of results stated that the international delegations worked on marketing the Palestinian people sufferings and the Palestinian issue to different countries and western societies through conveying truth and by performing and organizing many events. They would change the mental negative image and stereotypes of the Palestinian citizen, and they proved that the Palestinians were the owners of the land, which was stolen by the Jews who did not permit them to live a dignified life on the rest of their land. They also worked to strengthen the steadfastness of the Palestinian people in many of the crises. The study concluded a series of recommendations including considering the activation of the role of the Palestinian community in Western societies to have a pivotal role in the activation of the People's diplomatic roles. In addition, it recommended formulating an association of the most prominent Palestinian civil society organizations, to promote, reinforce and to increase popular solidarity movements with Palestinian issue.
