Abstract

The aim of the study is to assist with the evaluation and development of the municipalities, administrative state of affairs, and evaluate the relationship between the ministry of local government with municipalities in Gaza strip, as a proposal related to ways of developing the juridical environment and the mechanisms of boosting the role of municipalities and their programs towards the achievement of local sustainable development, with multi-lateral fields of work, and suggesting certain mechanisms with aim of activating their role, and adopting the concept of " sustainability" in their development programs by connecting their performance with universal indexes. To achieve its objectives the study employed the descriptive analytical approach, for facts and data collection, the study used the questionnaire and focus groups. The sample of study consists of all employees of the higher administration of the five 5 major municipalities subsumed under grade A (Category A) and also in the ministry of local government. The whole of 123-member study population was subjected to comprehensive survey sample method. The study has revealed the following important findings: In spite of the fact that the municipalities, local level programs are harmonious with local sustainable development requirements, there are still a lot of impediments that prevent the execution of these programs, most important which are: The municipal organizational and administrative situation, which poses a significant obstruction in the face of local sustainable development in Gaza strip, as well as limitedness of the resources (material and human) available to the municipalities, a fact that hampers attaining the local sustainable development. The study has a number of recommendations, most important of which are: The study recommends that, the minor municipalities should be incorporated, new local bodies containing a number of small municipalities should be crated, seeking the increase awareness among workers of the concept of local sustainable development, through enhancing the approach of decentralization and developing a statute of local government that suite the Palestinian fait accompli, the independence of municipalities should be reinforced, sources of development projects should be diversified, and the need for self-reliance in funding which is based on levies and investments.
