Abstract
This study aimed to reveal the relationship between strategic leadership and creative behavior of the directors at Palestinian Ministry of Health, and the disclosure of the extent of the strategic leadership and the creative behavior from the perspective of departments heads in the ministry, and visualize a proposal to activate the role of strategic leadership and the promotion of creative behavior they have. The descriptive analytical approach was adopted in this study, the study sample consisted of all members of the original study community, consisting of (113) of heads of departments working at Palestinian Health Ministry in northern province of Gaza. The researcher used two self administered questionnaires; the first used to measure the extent of practice of strategic leadership by the Palestinian Ministry of Health directors, & the second questionnaire measured to what extent they conduct creative behavior. The statistical Package for Social Sciences (SPSS) was used for the analysis of study data. The most important findings of the study include: • The practice of strategic leadership by the Palestinian Ministry of Health directors was moderate. • The conduct of creative behavior by the Palestinian Ministry of Health directors was moderate. • There is a statistically significant relationship at the level of (α≤0.05) significance between strategic leadership and creative behavior of the Palestinian Ministry of Health managers from the perspective of heads of departments in the ministry. The study recommended to develop the capacity of the Palestinian Ministry of Health directors on strategic leadership through training programs to enhance the leadership skills they have. Also the study recommended to develop their conduct of creative behavior through improving their abilities of analytical, critical and creative thinking to employ them in solving the problems facing the ministry. Moreover the study recommended more involvement of ministry staff in management responsibility, and to empower them to have the initiative and the courage in their work, and to strengthen the intellectual and cultural tolerance among the ministry staff.
