Abstract

The study aimed to identify the reality of the electronic management control systems in the ministry of interior (civilian sector) in Gaza Strip, and provide methods for developing it. To accomplish that, the researcher investigated (achievement size, input correctness, processing accuracy, and output correctness) standards in an attempt to investigate the efficacy of electronic management control systems, and provide some suggestions for the development. Moreover, the researcher followed the descriptive analytical approach in this study, the researcher use complete census survey, total (183), whereas two questionnaires were developed to collect the data. The first was distributed among senior staff members (general manager, general manager deputy, department manager, department manager deputy and section head), 170 questionnaires were distributed and 162 returned with the accuracy of (95%). The second questionnaires was distributed among computerized systems developers who work in the general directorate for computer and information systems in the interior ministry (civilian sector), 13 questionnaires were distributed and 13 were returned with the accuracy of (100%). The study concluded that electronic management control system is moderately effective and efficient,supplying electronic control systems needs must have additional financial support to supply logistics and training needed, and the lack of effective unit responsible for the supervision of the quality of the computerized systems. The study recommends continual consideration for strategic planning to support the electronic management control systems, and set approved obligated methodology, and suggest implementation modality for this methodology, increase financial support to supply logistics and human needs, additional consideration for developing human resources, and it is necessary to activate a specialized unit in systems quality assurance to improve the electronic systems and increase its efficacy.
