Abstract

This study aimed to identify the factors affecting the rise in the phenomenon of bounced checks in the Gaza Strip. The researcher used the descriptive analytical method, and the target population were the owners of bounced checks including traders, businessmen and employees. The researcher used the intentional sample technique, as 100 questionnaires were distributed to the study population, and 88 questionnaires were recovered at a return rate of 88%. The study concluded a number of results, the most important of which are: the availability of factors affecting the spread of the checks phenomenon, where economic factors came first with a relative weight of (91.70%), followed by political factors and a relative weight (90.00%), and in third place came the factors The legal level with a relative weight of (81.70%), and banking factors ranked last with a relative weight (76.70%) .The study also revealed a statistically significant relationship between the President's decision regarding the Gaza Strip in March 2017 and the returned checks The study recommends increasing the controls necessary to monitor and follow up the procedures of cashing checkbooks for customers in banks in the Gaza Strip, and paying attention to the quality of current account holders. The study also recommends banks to be strict in issuing checkbooks to some persons who misused the check and had bounced checks. Work must be dedicated to end the Palestinian political division to ensure the improvement of economic conditions in the Gaza Strip. The study also recommends that the President of the Palestinian National Authority reverse the punitive decisions he took regarding the Gaza Strip in 2017, which significantly affected the purchasing movement in particular and the economy in general in the Gaza Strip.
