Abstract
The World Health Organization (WHO) is primarily mandated to strengthen health care systems all over the world and to support these systems to sustainably maintain the provision of health services. This research aims at appraising the role of the WHO in promoting the performance of the Palestinian health care system in the Gaza Strip as perceived by managers working at the main health care provision sectors. The researcher used a cross sectional, triangulated design (descriptive, analytical, quantitative versus qualitative). Self-constructed questionnaire complemented by semi-structured interviews were used for data collection. All key informants had responded and have been interviewed and 188 participants from the different designated sectors had completed the questionnaire with a response rate of 93%. SPSS was used in analysis and the overall instrument Reliability was high(0.955). Results show that the greatest attention of the WHO support was perceived directed towards the governmental health sector (46.8%), and it mainly focuses on primary care services (72.3%), particularly in terms of providing medicines and medical supplies (67.0%). The perceived relationships with the organization was more of a professional (55.9%) relationships as reported by participants. Ideas and themes of the funded projects are usually originate from global trends (62.8%). Not surprisingly, almost all health managers reported that the health care system in Gaza suffers from financial deficit (96.8%); mostly attributed to scarcity of the resources allocated in the annual governmental budget to the health sector (79.7%). Calculating the scores of all items reflecting the overall contributions of the WHO in reference to the study domains reveals that the overall elicited score is 65.71%. Perceptions about the domain which reflects supporting the provision of health services has elicited 69.97%; while perceptions reflecting the domain related to developing human resources and capacity building was 65.3%. Similar scores were obtained regarding supporting medical products and pharmaceuticals (65.03%). On the other hand, perceptions about supporting health information system scored slightly higher than medical products and pharmaceuticals (68.52%). The lowest elicited scores were obtained about the domain which reflects finance and supporting financial management (61.21%) and governance and leadership (64.19%). It could be concluded that the WHO does contribute to the promotion of health care system performance in the Gaza Strip; however, perceptions about WHO contributions is less than the study participants’ expectations. WHO needs to reinforce its efforts to meet the needs of the population on the light of the recurrent crises. Proactive communication and coordination among the different stakeholders is needed to bridge the remaining gaps and reinforce strengths.
