Abstract
Palestinian community, especially in the Gaza Strip, where the security situation represents the basis of the dilemma ; with a variety of security agencies with divergent objectives, backgrounds and beliefs .. etc. The unification of the security agencies considered the most prominent file in the Palestinian reconciliation, where it is a must to work to find solutions and mechanisms that serves that goal. This study sheds a light on this critical file, and focused on the unification process between the interior security and the preventive security, and there emerges the main question of the study: (what obstacles may stand in the way of the integration of the Internal Security and the preventive security, and what procedures could be taken to overcome these obstacles from the point of view of those who are involved in serves ?) The study aims to get to know the current case of the Internal Security and the Preventive Security, and the obstacles facing the integration of the two sides, from the standpoint of those in-service, and to come up with suggestions and solutions to eliminate these obstacles. From the perspective of the researcher. The method adopted in this study is the descriptive analytical method. Where the most important result found depending on the study was the presence of a consensus among those inservice in both sides about the need to reformulate the security doctrine of the security agencies, according to new standards, including: that (Israel) is the main enemy, The results show that there is a consensus that the management affairs can be dealt with and handled, considering the common aspects of security experience with the both sides in administrative terms. The study recommends the necessity to promote a culture of dialogue between the Palestinian components of society, especially the youth, selfexpression in a democratic atmosphere, the culture of respecting others' opinions, institutional strengthening in the community, and enhancing professionalism in case of the integration of the two sides, taking into account some of the fears among some workers regarding job security, not to mention providing them with fresh and able workers from all categories of the Palestinian people far from affiliations.
