Abstract
The current study aimed at addressing the reform of the Palestinian Liberation Organization (PLO) that is considered the national reference representing all of the Palestinian people. The study also intended to address its impact on diplomatic work that suffers from weakness, sagging and having multiple references. The problem of this study is to explore and to clarify the weakness of diplomatic work of the PLO's unreformed institutions. Accordingly, a key question is raised: What is the impact of the reform of the Palestine Liberation Organization on the diplomatic work? The study highlighted the problems of the Palestinian diplomatic work in the absence of )PLO( reform, and provided recommendations for the development of diplomatic work mechanisms, as well as provided visions for future reform. The objectives of the study were to find out the reasons of the underlying causes, decline and weakness of the diplomatic work, as well as providing recommendations for the reform. The study adopted the historical approach as main methodology, in an addition to the use of the descriptive analytical one. The study consisted of five chapters. The first addressed the general framework of the study, while chapter two addressed the )PLO( establishment and the Palestinian parties' opinions about it. Chapter three covered the situation of the Palestinian diplomatic work, the main diplomatic relations with Arab, international society and international organizations it. It also covered the main achievements and challenges that were encountered. Chapter four highlighted the most important stations of )PLO) diplomatic work since 1974 to 2014 and all of its consequences. Finally, chapter five reviewed the most important challenges facing the Palestinian diplomatic work and the reform visions. The study found that: the institutions of the (PLO) had weakness, corruption and monopolism without real treatment or serious reform. The non-participation of Hamas and Islamic Jihad or other factions has weaken the Organization's diplomatic representation. Many Palestinian embassies suffer from financial and administrative corruption. Also, the majority of staff in the diplomatic field lack to the experience, qualifications and knowledge of the rules of diplomatic work. The study recommended that there is a need to a unified national strategy to diplomatic action. There is also a need to train and develop the diplomatic cadre within the international standards. The number of ambassadors and diplomatic personnel should be reduced and to hire them in important Countries. There should be also an Ambassador for more than one Country particularly in the African Countries to regulate expenses, and to activate the provisional leadership framework which is considered as an important input to the political partnership and democratic deliberation.
