Abstract
This study aims at identifying the most important enablers criteria of EFQM excellence model, in order to achieve a development of institutional administrative performance in General Personnel Council, and introducing recommendations that may develop the criteria of institutional excellence in General Personnel Council. To achieve the aims of the study, the researcher adopted the analytical descriptive approach for the study population (the employees who hold a specialized and administrative jobs in General Personnel Council -Gaza with total number (88) employees). The researcher used the comprehensive survey. The researcher designed a questionnaire which consists of two parts, the first is the personal data and the second is the study fields. The data collected was analyzed using SPSS. The study concluded that:- -The level of leadership enablers application is (50.20%). -The level of policy and strategy enablers application is (50.89%). -The level of human resource enablers application is (51.73%). -The level of partnership and resources enablers application is (55.04%). -The level of processes enablers application is (51.80%). -The overall level for EFQM excellence model application is (52.03%). -There are no significant differences in the respondent's answers concerning the application of EFQM excellence model according to personal traits. The study recommended the following:- -Top management in the General Personnel Council should do more efforts work in order to solve the employees' problems related to their financial rights and salary paying as soon as possible. -Working on developing the General Personnel Council's vision and mission through the effective participation of employees. Besides, uniting and correcting the employees' efforts towards adapting the vision and mission of the organization and seeking for achieving them. -Excellence models criteria should be involved in the policy and strategy of General Personnel Council. -Putting the developing plans that lead to improving employees' knowledge's and skills in General Personnel Council. -Reinforcing the financial resources that enable the General Personnel Council to implement its activities and policies. -Top management in the General Personnel Council should work hard on designing and managing its operations, and continuously improve them in a way that cope with employees and stakeholders' needs
