Abstract
This study aims to assess the role of General Personnel Council in satisfying the needs of human competencies in the Palestinian National Authority ministries. Also this study aims to know the impact of General Personnel Council role on the efficiency of recruited human resources provided to the Palestinian National Authority ministries. A descriptive analytical approach was used and the data was collected by a questionnaire and analyzed by using SPSS. The study applied on a stratified random sample of the study population which reach (2442) employees who hold supervisory positions (Deputy of the ministry، Assistant deputy، General director، Director، Head of department، and Head of section) distributed on the ministries of Palestinian National Authority- Gaza Strip which are (22) ministries، as the researcher distributed (360) questionnaires and received (340) questionnaires with response rate (94.4%) . The study concluded the followings:- • The percentage of General Personnel Council's role in the application of human resource management functions (employment group) reached (68.19%). • The percentage of efficiency elements availability in recruited human resources reached (69.78%). • There is a positive relationship between General Personnel Council's role in the application of human resource management functions (employment group) and satisfying the needs of Palestinian ministries from human competencies with correlation degree (0.808). • The results revealed that (65.6%) of variances in the level of satisfying the ministries' needs of human competencies related to independent variables ( selection، job analysis، and appointment) and the remaining (34.4%) related to other variables. The study recommended the followings:- • Developing a comprehensive strategy for human resource management in the Palestinian National Authority ministries by General Personnel Council in coordination with the relevant authorities such as ministry of planning and د ministry of finance in order to enhance the level of human resource management in the governmental ministries. • General Personnel Council have to adopt a clear and scientific approach in the application of human resource management functions as this will lead to recruit human competencies. • General Personnel Council should adopt a clear strategy based on recruiting human competencies، minimizing negative manifestations and marginalization and enhancing a new culture based on competencies. • Developing indicators that help in determining the level of development in human resource efficiency in the Palestinian ministries.
