Abstract

The aim of the study is to recognize the role of intellectual capital in improving the performance of the Ministry of Interior and National Security in Gaza Strip, through the recognition of how far are the requirements of intellectual capital available in its three dimensions (human-structural and relational), and the relationship between the availability of these requirements and the improving of the level of performance. The study also aimed to clarify whether there was any disparity in the intellectual capital in improving of the performance of the Ministry of Interior and National Security. The descriptive analytical method was used in collecting information. The population of the study consisted of all officers who occupy a position or a named category in the structure of the Ministry (Commander, Deputy and Assistant, Director of an Administration, Director of a Department or Head of a sector) totaling (3248 officers). A number of 400 stratified random sample were distributed for this purpose, (363) of these inquiries were retrieved with a percentage of 90.75%. An existence of a statistical relationship between the availability of the intellectual capital in its three dimensions and the improvement of the level of performance in the ministry was found. A high level of performance was achieved by the ministry according to the study. A disparity in the role of the components of intellectual capital in achieving a high level of performance was concluded, due to the greater role of the human capital comparing with the other two components. The study recommended that: There should be an attention from the public sector institutions and the Ministry of Interior and National Security for the intellectual capital and its requirements, due to its positive role in raising the level of performance. This attention should be an essential part of the strategic planning of these institutions. Spreading of the spirits and the culture of social responsibility in the track of leaders and Directors task, is also recommended. For this to be a part of their jobs. Which will reflects positively on the performance of the employees and the interaction of the ministry with the society and its establishments.
