Abstract

The study aims at identifying the role of the application of the two standards of participation and the strategic vision، in developing the administrative performance of the great municipalities in the Gaza Strip: Gaza، Khan Younus، Jabalia Annazla، Rafah، and Dair Albalah. The study society consists of all supervisory posts (i.e. consultant، director، deputy director، head of a department، and head of a division). with special focus on a sample of 449 staff members، representing all study society using a Comprehensive survey to collect data using a special designed questionnaire consisted of 39-itemes divided into three sections. The descriptive analytical approach and the statistical analysis program (SPSS) were used to analyze the valid returned questionnaires totaling 414 by 92.2% of all of the questionnaires. The study concludes that the implementation of the two standards of participation and strategic vision obtain a relative weight of 69.98%، that is the participating group obtained the first place with a relative weight of 70.83% and the strategic vision group attained the second place with a relative weight of 68.46%، whereas the level of the administrative performance of these municipalities acquired a percentage of 68.69%. The results also show that there is a positive correlation between the two standards and the development of the administrative performance of the great municipalities in the Gaza Strip. The study recommends the importance of promoting citizens' right of participation in the election of their municipality members by conducting the election and assuring its occurrence in regular times as well as passing laws that reinforce and institutionalize the process of participation and the activities of neighborhoods committees, disseminating the culture of participation in all aspects, giving public access to administrative and financial reports and adopting items relating to participation in the municipalities' general budget. The imperative necessity of activating developmental strategic planning of municipalities so as to be consistent with the society and citizens' needs on the one hand and with the strategic framework of the Ministry of Local Governing and the national development plan on the other, provided the availability of participative approach in formulating these plans and regular reviewing of them. The necessity of finishing off the law of salaries of municipalities which should be on line with the civil service law and the military salary law. Paying more attention to the human element by attracting competent expertise, adopting standard and flexible administrative structures with job description for all posts, adopting Business process Reengineering (BPR), reviewing the evaluation policies that are adhered to at the moment, adopting clear strategies of training programs as a scaffolding for capacity improvement of the employees administrative competence and applying material and moral incentive systems for the employees.
