Abstract

This study aimed to identify the reality of the political and administrative development in Palestine, and the extent of strategic necessity to activate the Palestinian National Security Council, to contribute to the achievement of political and administrative development is to achieve the strategic goal of the state. this study is gaining its important in its attempt to define the concepts , mechanisms, entrances, strategies of national security and the political, administrative development contribute to the forward-looking hopefully to the state agencies. the study problem boils down to answer the question of what the strategic necessity of the of the Palestinian National Security Council to achieve the goals of political and administrative development? to achieve this purpose the researcher used descriptive analytical method and the distribution of a questionnaire on academics, specialists in the field have been numbered 84 academic who specializes in addition to a group of researchers in the research and study centers were estimated at 50 Researcher with an estimated population of the study the number 134 the comprehensive inventory method was used and the percentage of what has been recovered is estimated at 76.12% of the original size of the community and the study's most important results: There are a few approval of the existence of a genuine political development in Palestine and there are a few approval of the existence of a genuine administrative development in Palestine and achieved results of the respondents about the activation of the Palestinian national Security Council process and its contribution to the achievement of political and administrative development, including the axes of the great approval of very large proportions as the study found due to the variables of the respondents that the results are no statistically significant differences between the averages of sample estimates of the study on these themes and axes combined together attribute to (work, another qualified scientific, Major qualification, place of residence) and statistically significant differences between the averages of the study sample estimates of differences on these axes and axes combined together due to the (donor university to another qualified scientific, political affiliation) the study made a series of recommendations was the most important need of the Palestinian agreement - Palestinian consensus on the formation or activation of the National Security Council so that it becomes a national consensus in terms of its membership, functions and powers and the need to adopt a Palestinian national security Council project, be inclusive, depending on the requirements of the Palestinian situation and is also based on successful projects to other countries and take what is appropriate ones .
