Abstract

The study aimed to identify the methods through which the performance of Vocational Training Centers (VTCs) of the Ministry of Labour can be developed according to Total Quality Management (TQM) standards. The study also attempts to identify the co-relational relationship between applying TQM standards as independent variable and the performance of VTCs as dependent variable. It also investigates the impact of demographic variables on this relationship that the hypotheses were designed accordingly. Aiming to achieve these goals, the study depends on analytical descriptive approach and utilizing comprehensive survey method of the population targeting (110) individuals consisting of managers, specialists and trainers within vocational training. As a tool of data collection, questionnaires are used to gather primary data where (108) of returned questionnaires were available for data analysis forming 98% of distributed ones. SPSS is used for data analysis to present respondents' characteristics. The study concluded various results mainly; the existence of the TQM standards within VTCs is average, and there is a strong positive relationship between applying TQM standards within VTCs and the performance of VTCs. Furthermore, there is significant differences denoted to variables of; experience, place of work, and gender, whereas, no significant differences was found for the rest of variables such as; age and qualification. The study recommended to pay more attention toward applying TQM standards within VTCs, through forming a unit or specialized team for quality management. Moreover, the study emphasized on the clarity of the organizational structure determining power and responsibility, and setting written work-related policies and procedures. Finally, the study recommended to enhance both theoretical and practical training content, with assurance of providing required tools, equipment, and raw materials and increase the responsibility of the centers toward society.
