Abstract

The study aimed to assess the management of agricultural projects in civil society organizations in the Gaza Strip and to identify the level of efficiency of administrative processes carried out by the management of agricultural projects such as planning , strategic planning, organization , management and leadership of human resources and, finally, control and follow-up. The study used the descriptive analytical method , the study population consisted of all registered agricultural organizations in the Ministry of Interior in 2013 and number (41) organization , the sample of the study consisted of 123 individuals, (3)members of the administrative levels from each one of it, the study used the questionnaire as a tool for data collection, where it was distributed to the study population and the recovery rate (92.68)%. The study found the following results: planning process for agricultural projects is associated with the goals of the organizations, as organizations pay planning processes for their projects due diligence, most of the organizations owns a clear vision of their goals and their roles, and they have a clear mission which consistent with the needs of society, but lack of funding prevents to achieve its goals, these organizations also owns an organizational structure fit their needs and achieve their goals, as organizations encourage their employees to work as a team, but most of them haven’t departments for agricultural projects, And the recruitment process in agricultural projects are characterized by clarity, also the criteria for selection of employees are appropriate, as the study found weakness in the attention control concurrent with the implementation, and the lack of the indicators for performance assess, and the performance appraisal systems are inaccurate and salaries of projects employees is not clear and noncompetitive compared with other organizations Recommendations of the study: the Ngo’s needs to focus on the planning process and strategic planning as they have a role in the success implemented projects , the provision of especially project management division , the need for clarity of the tasks in the organizational structure , increased attention to control concurrent with the implementation and development of indicators to assess the performance of employees to watch projects progress in order to enable organizations of Accounting negligent and reward outstanding , setting a clear structure of wages and incentives. The study also recommend the government to build information device to includes all respect to projects , the study also recommended the donor to re- formulate their funding policies to serve the sustainable agricultural development
