Abstract

This study aimed to identify the reality and methods of coordination between civil society organizations and its impact on sustainable agricultural development in Gaza Strip, and to identify the obstacles that hinder in the way of coordination between those organizations. To achieve study objectives, it used the descriptive analytical method and adopted an integrated approach for data collection included (focus groups and questionnaire). The study concluded several important results: both administrators in the ministry and in the civil society organizations realized the importance of coordination, however the lack of effective mechanisms for implementing real coordination, due to the weakness of the legal framework leading the relationship between organizations and public sector, on the other hand the lack of identification of tasks, roles to be carried out between competent ministries and organizations, for civil society organization the lack of funding and competing is the main reason of un using effective tools in coordination: exchanging human resources, achieving co projects . From beneficiaries view, the lack of involving them in identifying their needs by civil society organizations considered the most important obstacles in coordination. On the other side, the study showed that coordination has economic results at the level of agricultural development in national and farm levels; the most important is farm expansion area and increasing the contribution of agriculture to Gross Domestic Product. At the farm level, the coordination leads to increase farmer income and project sustainability. The study found a number of recommendations, the most important is: the development of the legal framework regulated the relationship between NGOs and public sector in new framework of governance for agricultural sector based on the establishment of frameworks for coordinating agricultural organizations and farmers themselves, in addition to the study recommended to develop the coordination process in a professional and institutional. The study emphasized the need to hold training sessions to improve the level of senior management of civil society organizations in coordination and link the work of these organizations with organized developmental programs which must be prepared in accordance with the national plan for the agricultural sector.
