Abstract

The aim of the study: The study aimed at identifying the role of human resources development in applying the emanagement at the ministry of public works and housing (MPWH). This was via studying the human resources development policies followed at the ministry and identifying whether the requirements needed to apply the e-management are available there. The study method and sample: The researcher used the questionnaire to get the data from the employees at MPWH, as he used the census method by distributing questionnaires among (120) employees, and he recovered all of them, Moreover, the research conducted Some interviews to interpret certain findings The study methodology: The researcher used the analytical descriptive method. The study results: The researcher got to the following results:  The lack of the policies followed in human resources development to apply the emanagement at the ministry.  Some requirements needed for e-management application are available, but they need to be developed. The study recommendations: The study recommended a number of recommendations, the most important of which are:  The need for developing the policies and methods of human resources development followed at MPWH and connecting them to e-management application.  The need for developing the requirements of e-management application at MPWH.  The need for adopting the e-management application by the supreme management and supporting it.  The need for raising the level of cultural awareness regarding the importance of turning to the e-management and using its tools in the ministry‟s internal and external affairs.  The need for working to find an effective way to exchange the data with the other governmental institutions via providing effective telecommunication systems to connect MPWH with these institutions.  Benefiting from the others‟ experiences in applying e-management at MPWH by inspecting the experiences of local parties and Arab and foreign states.
