Abstract

This study aimed to recognize the role of training courses in developing the human capital in the Ministry of Interior an National Security – Civil Division in Gaza Strip. The research problem is to answer the question ( What is the role of training courses in developing human capital in the Ministry of Interior and National security – Civil Division?) . The study population consists of the employees of the Ministry of interior an National Security – Civil Division from 1/1/2009 to 31/12/2012 and they are 476 employees in deferent functional levels. The sample was chosen by stratified random method and it was 119 employees, equals 25% of the study population. Descriptive analytic method was used to achieve study results and the questionnaire was designed as data collection device of 67 questions and statistical analysis program SPSS was used to analyze data and interpret it . The results and recommendations: The most important results: There is a strong relation between training courses in the Ministry of Interior and National Security – Civil Division and the developing of skills of the employees , increasing their knowledge and experience and changing their behavior, trends and values. The senior administration is interested in training programs and it provides financial support. There is a directory consisting of specialized staff for training . They supervise implementation stages of training process professionally. And both genders of employees in various ages and functions are interested in training programs , especially those who hold academic degrees. The most important Recommendations: Reinforcement of training process in the Ministry of the Interior and National Security – Civil Division lies in increasing the financial allocations for training, informing training directory by specialized and qualified employees and using scientific and practical methods to fulfill the stages of the process. Moreover, stimulation and encouragement are necessary for the employees to make them participate in training courses by linking the training with the career path.
