Abstract

The study aimed to identify the role of training needs assessment of IT based in developing the administrative skills for employees in the Palestinian universities in Gaza Governorates. The study sample was formed of (300) male and female employees in the Palestinian universities: (70) from Al-Azhar University, (88) from AL-Aqsa University and (142) from the Islamic University. The study tool used was a questionnaire which contains (61) paragraph distributed in (5) main sections. They are; upper administration support for IT based training needs assessment, available system for IT based training needs assessment, the level of IT based training needs assessment, the party which applies the IT based training needs assessment and the development of administrative skills. The researcher used the descriptive Analytical methodology based on two main information sources; secondary data represented by books, references, and previous studies and primary data represented in collecting data through the study tool. The study concluded the following results: - There is a relation between the main four study sections( upper administration support for IT based training needs assessment, available system for IT based training needs assessment, the level of IT based training needs assessment, the party which applies the IT based training needs assessment and the development of administrative skills for the employees in the Palestinian universities.) - There is a relation between the available IT based training needs assessment system and the development and administration skills for employees in the Palestinian Universities. - The Palestinian Universities are interested in IT based training need assessment and developing the employees administration skills in the Palestinian Universities on all fields, (University, Job, Employees). - There is a relation between the party which applies the IT based training needs specification and the development of employees administrative skills in the Palestinian Universities. - There is no difference in the study sample members’ responses regarding the IT based training needs assessment, and the development of employees administrative skills in the Palestinian University due to the University variable for the interest or the Islamic University against AL-Azhar and for AL-Azhar University against Al.Aqsa University. The Study Recommended: The study recommended the necessity of an integrated organized written plan to identify the training needs in the Palestinian Universities and to support the process of training needs assessment plan by enough timing and financial fund. The plan of IT based training needs assessment should be a basic part in the university strategic plan and must be supported by qualified training specialists.
