Abstract
This study endeavours to identify the role of the U.S. institutions in the implementation of the American foreign policy in Palestine. This research is using descriptive analysis and case study approach, and based on reviewing relative literature on this subject, including the study of the U.S. foreign policy and the factors influencing them, and focusing on the main factors toward the Palestinian issue. This research addresses the mechanisms of the U.S. foreign policy under President Barack Obama, particularly concerning the measures to fund the Palestinian NGOs, and concerning the U.S. institutions working in Palestine. To respond to the hypothesis of this research, interviews, documents analysis, and a questionnaire have been implemented. The questionnaires were delivered to Palestinian NGOs in the West Bank and the Gaza Strip to review their views about the U.S. institutions operating in Palestine. This study concludes that the United States aims to achieve its goals and interests of the various methods and tools available which include U.S. institutions operating in Palestine. Since the aid provided by the U.S. institutions does not aim to bring about development in Palestine as it is for relief and temporary and unsustainable, and the goals behind this aid depends on how to respond to the conditions of the donor institutions, especially because the Palestinian Authority and the Palestinian civil society do not have development plans to manage international aid. It is clear that the funds provided by the U.S. institutions are for the implementation of projects that support the Palestinian NGOs in predominately consumption projects. This study recommends dealing carefully with the U.S. institutions operating in Palestine because they are calling for reform and relief and protection of rights and freedoms, but attempting to weaken the Palestinian society by promoting and implementing conflicting ideas that undermine the values of the community. Therefore, the Palestinians should focus on the role of the private sector in the development process and their national responsibility towards the Palestinian society to meet its needs in parallel with what is offered by the U.S. institutions, until a point is reached where Palestinians institutions can be self-dependent.
