Abstract
This study investigates the Qatari foreign policy towards Arab Spring countries and the Palestinian issue, where Qatar had an active foreign policy and it was different from the rest of Arab foreign policies in the region toward the interactions and various events. The study hypotheses states that the Qatari foreign policy aims to achieve the aspirations of Qatar at arabic and regional forefront, especially after retreat and absence of big regional players, such as Egypt and Saudi Arabia , Qatar understanding of international power’s balances , and there was successfully invested to Arab Spring opportunities. And this is the hypothesis that was proven by the study’s results. the researcher followed several methods which are: a descriptive analytical method which is based on data collection, analysis and interpretation of it, The researcher used the tool of interview with specialists and researchers, and the comparative method and the content analysis method has been used . This study aims to detect the elements of Qatari foreign policy and standing on its bases, objectives, tools and most important characteristics in the light of the emergence of the Qatari role towards the countries of Arab Spring and the Palestinian issue. The study consists of four chapters dealing with the elements of the country's foreign policy, and studied the Qatari foreign policy towards the Arab Spring countries in Africa, Asia and concluded with Qatari foreign policy towards the Palestinian issue. Several results have been concluded by the study affirm that: 1- political practice of Qatar based on a number of political strategies such as the good-neighborliness strategy, and regional and international alliances strategy, The formation of a national trait strategy in order to build a unique position ,and we cannot be overlooked that the policy of Qatar are in isolation from the will of the international forces as the United States, but Qatar realized the balance of powers in the global system and trying to move in the available spaces, including raising of its position among Arab and Islamic peoples by means of multi-tools. 2- There is a belief that Qatar has succeeded in investing most of their chances in Arabic Spring stage in the absence of major countries in the region in order to strengthen its position and maximize its political and economic situation in the region, and Qatar has benefited from the Palestinian issue to log into other regional issues.
