Abstract
The study aims to recognize the educational and leadership patterns and their relation with effectiveness to decision making according to employees at the Ministry of Education and High Education in Gaza governments. It also aims. to recognize the relation between educational leadership and decision -making progress. In that the target is to identify the effect of variables: gender, job title, qualifications, years of employment on the evaluation of employers to leadership pattern and decision- making to process educational leadership at the Ministry of Education and Higher Education. . The researcher has used descriptive analytical methods, in order to achieve the goals of the study therefore researcher has designed two questionnaires: First, to identify leadership patterns, Second, to measure the effectiveness level of decision- making. The sample consisted of 225. Of the directors, managers, head departments and administrates at the Ministry of Education and Higher Education. The study concludes different important results: The Democratic Pattern is common amongst educational leadership at the Ministry of Education and Higher Education, followed by the Laiasez Faire pattern, then the autocratic pattern, the level of practicing the democratic pattern is good, at ح the average of (71.56%), and the level of practicing the Laiasez Faire pattern is week at the average of ( 58.7%), and practicing of autocratic pattern is week at the average of (57.75%). The result shows that the directors level of practicing the process of making decision at the Ministry of Education and Higher Education, according to the scientific method is "Good" at the average(75%), it also showed also, the existence of positive correlation relationship between the democratic leadership pattern and decision-making (0.69%), and positive weak correlation relationship between the Laiasez Faire leadership pattern and decision-making(0.175%), whereas there is a negative correlation relationship between autocratic leadership pattern and decision-making (-0.442%). The study explains the absence of differences with statistical indication among average of samples about leadership educational patterns at the Ministry of Education and Higher Education that is related to variable classification of study(gender, job title, qualifications and years of employment. Also the absence of differences with statistical indication among averages of sample about the effectiveness of decision-making among leaderships at the Ministry of Education and Higher Education related to variable classification of study(gender, job title, qualifications and years of employment. The researcher provids many recommendations: to provide educational leaders with the results of theoretical and field studies that ensures the positive relations between leadership patterns and the effectiveness of decision-making, and the importance of choosing educational leadership of those who have qualifications and leadership abilities, putting the right man at the right place.
