Abstract
The International Fund including Turkish fund become an important source for the government health sector. The overall aim of this study was to assess the role of the Turkish fund in improving the level of government performance and the quality of health services in Gaza Strip. The study adapted the descriptive analytical method by using a questionnaire consisting of four basic themes reflecting the purpose of the study. The study population included (190) from the officials in the High and Middle level of Management at MOH. Since (137) with (72%) of them responded. General measures of validity and reliability were administered such as standardization of the questionnaire and its implementation. SPSS program has been used for analysis of the questionnaire data and subsequently classified in aspects according to their relations with each other. Reliability test analysis was high (0.9), which indicates high consistency of the study questionnaire. The results of the study indicated that (93.4%) of the managers at MOH were males and most of them were holders of B.A degrees, (48.9%) mainly in Health Sciences. The study respondents were managers of departments (72%), and their work places were distributed between: High level of Management departments (49.6%) followed, the secondary level of services "Hospitals"(43.1%) lastly, The primary level of Health services (7.3%). Turkish Donors presented by governmental and non -governmental institutions, played a prominent role in supporting the Palestinian health sector, especially the non - governmental health sector and this, comes in line with the growing Turkish role towards the Palestinian cause, and the Turkish attention to develop and build Palestinian, governmental and non- governmental institutions, including health institutions to enhance the resilience of the Palestinian people and alleviate the suffering of the citizens. to Turkey was able to have an active, influential and initiative role regionally and internationally, particularly in the occupied Palestinian territories and it translated this role in word and deed through Turkish attitudes of Palestinian political developments, which has contributed to strengthening the power of the Palestinian position and presence officially and popularly especially towards " Israel " and the international fields. The results indicate that the proportion of Turkish aid to the non -governmental health sector during the period of 2008 - 2012 was (94.5%), while the Turkish aids governmental the health sector in that period was (5.5 %).The results, also indicate that the percentage ط of aids to the governmental health sector during the period 2007 – 2012 was (98.26 %) of the total aids , and the proportion of Turkish aid in the same period was (1.74 %) of the total gross aids provided to the Palestinian MOH . The results indicate that the total contributions of aids provided to the governmental health sector to cover the expenses of the MOH during the years 2007 -2012 representing (81.1%), while the contribution of the government of MOH was (12%) , and the contribution of MOH income was (6.9%). It also pointed out that the government health sector suffers from a deficit in the annual budget all the time. The study recommended that Turkish donors lacked coordination with the health sector the government and this did not contribute to provide better health services to citizens in Gaza Strip, and also recommended to enhance self-sufficiency and reduce dependence on aids , through diversifying the financial sources of the government health sector and encouraging investment projects generating sustainable resources .
