Abstract

This study aims to identify the appropriateness of the organizational culture prevalent in university colleges in the Gaza Strip in the application of the Total Quality Management. The researcher used the descriptive analytical approach and the (complete inventory) technique to collect data from the study sample using questionnaires, which are designed for this purpose. The study population consists of all deans, deputy deans, heads of departments and administrative staff in university colleges in the Gaza Strip including Palestine Technical College–Deir Al-Balah, Collage of Science and Technology–Khan Younis, University College of Applied Sciences–Gaza, with a total number of (296) employees for the academic year 2012/2013, out of which (198) employees responded to the questionnaire constituting 67% of the total population. The study reached the following main findings: - The degree of the appropriateness of the components of the organizational culture in the above-mentioned university colleges affecting the application of Total Quality Management are arranged according to relative weight are as follows (organizational customs 52.40%, organizational beliefs 51.075, organizational expectations 49.14%, training 46.87, organizational values 46.82, beneficiary service 46.52). These percentages are low in comparisons with what is aspired for in university colleges. - There is deficiency in the role of senior management at the university colleges in finding effective mechanisms for applying regulations and instructions appropriately, which leads to delaying the easy and facilitated implementation of tasks. - The familial element influences the administrative aspects in the university colleges given the composition of the Palestinian society in the Gaza Strip.  س  - There are multifaceted training programs in the university colleges, but they need to be more focused in the disciplines and skills in order to reach the total quality. - Beneficiary service came last in assessment, which means lack of interest in the beneficiary element and a deficiency on the part of senior management in relation to this aspect. This reflects on the employees and their level of performance towards the beneficiaries. - All differences between university colleges ( the study population) are in favor of Collage of Science and Technology in comparison with the other two colleges. In light of the results, the researcher recommends the following: - The necessity of understanding the concept of organizational culture as an administrative concept by the senior management of university colleges and considering it a central pivot to the success of failure of the college. - The senior management of the university colleges should work to create an effective organizational culture through laying out clear administrative policies which stem from the administrative reality, contribute in drawing the organizational map of the administrative system, and clarify the administrative values which form the organizational culture. - The adherence to the national standard of total quality at the higher education on which the assessment process is based and which serves in giving indicators to concerned authorities about (Program Accreditation – Scholarships – Loans – Projects). - There is a need for linking control units and departments with units and departments of Total Quality Management in university colleges given the significance of the integration process between them.
