Abstract
The study aims to identify the reality of the application of standards of good governance, and administrative performance in the Palestinian ministries and the relationship of the application of standards of good governance administrative performance of the Palestinian ministries. To achieve this purpose have been used descriptive analytical method and distribution to identify the owners of Titles Illuminations civil administrative levels of the three - upper, middle, lower - which consists of: (Undersecretary of the Ministry, Deputy Assistant Director-General, Department Manager, Head of Department, Chief of the Division) in the Gaza Strip and numbered (2848) male and female employees, and reached the study sample (376) of the study at a rate of about 13% of the original size of the study. The study found a set of results that were the most important: The relative weight of the application of standards of good governance in the Palestinian ministries in the Gaza Strip is about (67.84%), and the relative weight of the level of performance management in the ministries in the Gaza Strip is about (68.93%), also reached the study there were no statistically significant differences at the level of significance 0.05 ≥ α between the mean estimates of the respondents in the Palestinian ministries in the Gaza Strip on the application of standards of good governance and on the administrative performance in Palestinian ministries in the Gaza Strip due to the variables (sex - age - Job Title - Qualification - The number of years of service). The study recommended a series of recommendations the most important is the need to adopt and publish standards of good governance to become approach institutionally contribute to building a system add a value calls for the application of these standards and in the forefront of transparency, accountability and justice, equality and openness at all levels and classes of society and the need for condensing combination and integration of all government efforts and the civil and the private sector and communication with the citizens and the definition of the role of the citizen in the activation process of accountability and the statement of return that to them, and focus on the ethical dimension in the performance of employees by enhancing the value of self-censorship on the individual in all the work, and work to build a system ad valorem calls for integrity through openness to both internal and external and provide a good example in practices that are transparent and advertising to promote the community and achieve the desired goals and strive to attract the necessary competencies and skills to implement and follow up the development and reform programs.
