Abstract
The fundamental objective of this study is to identify the extent of the application of the principles of total quality management (TQM) in the Palestinian Ministry of Transport from the perspective of employees. It also aims to identify the degree of variation in applying the principles of TQM according to age, job title, length of service, and the work site of the Ministry's employees. In this study, the researcher has used descriptive statistics to analyze the phenomenon for the population of the study which is (117) employees of the Palestinian Ministry of Transport, except for the fifth category personnel (including technicians, messengers, and drivers.) Due to the small size of the study population, the researcher used a comprehensive survey, designing and distributing a questionnaire to the study population. Through the analysis, herein are the major conclusion and findings of this study: Some principles include (senior management, decision-making, participation and motivation, overall improvement, training and development, focusing on beneficiaries) do not support the application of TQM in the Ministry of Transport. Other principles include (organizational structure and organizational relationships, work teams, the objectives of the Ministry and employees) do support the application of TQM in the Ministry of Transport. The study recommends raising the employees as well as the senior management team's awareness of the concept of total quality management and the importance of its application. The study also draws a recommendation to develop a clear mechanism for decision-making involving all the employees, pointing out that there is need to enhance the level of knowledge of all employees in the Ministry of Transport in the Gaza Strip through applying TQM and training sessions to show its effectiveness in improving organizational performance. In addition, the study recommends that there is a need to focus on the beneficiaries as they are a fundamental element of TQM.
