Abstract

تناولت الدراسة استراتيجية القوة الناعمة الأمريكية ودورها في الأزمة السورية كما تعكسها شبكة CNN)) الأمريكية خلال الفترة 2011-2019, وجاءت الدراسة في خمسة فصول: تناول الفصل الأول منها الإطار العام للدراسة, فيما تناول الفصل الثاني القوة من حيث مصادرها وخصائصها وأدواتها وأنماطها (تأصيل نظري), وذلك من خلال مباحث ثلاثة وهي: المبحث الأول: مفهوم القوة وادواتها وخصائصها, والمبحث الثاني: القوة في الفكر الاستراتيجي الامريكي, والمبحث الثالث: التحول الأمريكي نحو استراتيجية القوة الناعمة. في حين تناول الفصل الثالث استراتيجية القوة الناعمة كأداة من أدوات السياسة الخارجية الأمريكية في سوريا, وذلك من خلال مباحث ستة وهي: المبحث الأول: الأداة السياسية , أما المبحث الثاني: الأداة الاعلامية, كذلك المبحث الثالث: الأداة الثقافية, والمبحث الرابع: الأداة الاستخباراتية, أما المبحث الخامس: توظيف المؤسسات الدولية وعلاقات الاعتماد المتبادل, وأخيراً المبحث السادس: الأداة الاقتصادية , أما الفصل الرابع فقد تناول استراتيجية القوة الناعمة ودورها في صياغة وتنفيذ أهداف الولايات المتحدة في سوريا 2011-2019, وذلك في مباحث ثلاثة وهي: المبحث الأول: موقف وأهداف الولايات المتحدة من التدخل في الأزمة السورية, أما المبحث الثاني: القوة الناعمة ودورها في تحقيق الأهداف الأمريكية في سوريا, وأخيراً المبحث الثالث: تحليل وتقييم لاستراتيجية القوة الناعمة الأمريكية في سوريا. أما الفصل الخامس فقد تطرق إلى شبكة (CNN) كأداة إعلامية ودورها في تنفيذ استراتيجية الولايات المتحدة في سوريا في الفترة 2011-2019, وذلك من خلال مباحث ثلاثة وهي: المبحث الأول: شبكة CNN (النشأة والتطور), أما المبحث الثاني: دور شبكة (CNN) في تغطية الأحداث في سوريا, وأخيراً المبحث الثالث: انعكاسات تغطية شبكة (CNN) للأحداث في سوريا على سياسة الولايات المتحدة تجاه سوريا . وقد اعتمدت الدراسة على عدة مناهج منها: منهج تحليل النظم, منهج صنع القرار, المنهج الوصفي التحليلي والمنهج المقارن. توصلت الدراسة إلى عدة نتائج منها: أن الولايات المتحدة نجحت إلى حد كبير في تنفيذ سياستها واستراتيجيتها في سوريا عبر وسائلها الإعلامية خاصة شبكة (CNN). كذلك تعتبر استراتيجية القوة الناعمة من الاستراتيجيات المهمة والمؤثرة في السياسة الخارجية الأمريكية تجاه الأحداث في سوريا, حيث استطاعت من خلالها تنفيذ سياستها وتحقيق الكثير من الاهداف التي رسمتها لنفسها دون أن تتعرض إلى خسائر بشرية أو اقتصادية. أيضاً استطاعت شبكة CNN إيجاد موطئ قدم متقدم في الوسائل الإعلامية المهمة في الولايات المتحدة, حيث أصبح لها ملايين المتابعين في جميع أنحاء العالم, وأصبحت الشبكة الرائدة في الأخبار الدولية. وأخيراً لعبت شبكة CNN دوراً مهماً في تغطية الأحداث في سوريا, خاصة ما يتعلق بنقل مأساة النازحين واللاجئين السوريين من ناحية, وكذلك توجيه الرأي العام وصناع القرار في الولايات المتحدة بشأن الأحداث في سوريا, وأخيراً مدى موضوعية الشبكة في هذه الأحداث. كما وضعت الدراسة العديد من التوصيات أهمها: ضرورة زيادة الوعي الوطني في التعامل مع وسائل الإعلام وتوظيفها بما يساهم في خدمة القضايا العربية لا سيما القضية الفلسطينية. كذلك ضرورة وجود إعلام عربي موحد يهتم بالقضايا العربية على المستوى الدولي, ويجرد قوى الاحتلال لا سيما الاحتلال الإسرائيلي للأراضي العربية, وفق استراتيجية تتبنى القوة الناعمة كوسيلة لفضح ممارسات الاحتلال بحق الأراضي العربية المحتلة. The study dealt with the American soft power strategy and its role in the Syrian crisis as reflected by the American CNN network during the period 2011-2019, and the study came in five chapters: the first chapter dealt with the general framework of the study, while the second chapter dealt with power in terms of its sources, characteristics, tools and patterns (rooting My theory), and that through three discussions, namely: The first topic: the concept of power, its tools and characteristics, and the second topic: strength in American strategic thought, and the third topic: the American shift towards a soft power strategy. While the third chapter deals with the soft power strategy as one of the US foreign policy tools in Syria, through six discussions, namely: the first topic: the political tool, the second topic: the media tool, as well as the third topic: the cultural tool, and the fourth topic: the intelligence tool, As for the fifth topic: the employment of international institutions and interdependence relations, and finally the sixth topic: the economic tool, the fourth chapter dealt with the soft power strategy and its role in formulating and implementing the goals of the United States in Syria 2011-2019, in three discussions: The first topic: position and goals The United States from the intervention in the Syrian crisis, the second topic: soft power and its role in achieving American goals in Syria, and finally the third topic: analysis and evaluation of the American soft power strategy in Syria. As for the fifth chapter, it dealt with CNN as a media tool and its role in implementing the US strategy in Syria in the period 2011-2019, through three topics: the first topic: CNN (emergence and development), and the second topic: the role of the network ( CNN covers events in Syria, and finally the third topic: The implications of CNN's coverage of events in Syria on the US policy towards Syria. The study relied on several approaches, including: the systems analysis approach, the decision-making approach, the descriptive analytical approach and the comparative approach. The study reached several conclusions, including: The United States has succeeded to a large extent in implementing its policy and strategy in Syria through its media outlets, especially CNN. The soft power strategy is also considered one of the important and influential strategies in the US foreign policy towards the events in Syria, as it was able through it to implement its policy and achieve many of the goals it set for itself without being exposed to human or economic losses. CNN was also able to establish an advanced foothold in the important media in the United States, as it has millions of followers around the world, and has become the leading network in international news. Finally, CNN has played an important role in covering events in Syria, especially with regard to reporting the tragedy of the displaced and Syrian refugees on the one hand, as well as directing public opinion and decision-makers in the United States regarding the events in Syria, and finally the extent of the network’s objectivity in these events. The study also made many recommendations, the most important of which are: The need to increase national awareness in dealing with the media and employ them in a way that contributes to serving Arab causes, especially the Palestinian cause. Likewise, there is a need for a unified Arab media that cares about Arab issues at the international level, and strips the occupation forces, especially the Israeli occupation of the Arab lands, according to a strategy that adopts soft power as a means to expose the occupation practices against the occupied Arab lands.
