Abstract

This study aims to identify the role played by Palestinian diplomacy in managing the health crisis during the siege on Gaza governorates between 2006-2013 by way of examining the nature of the health crisis, the reality and functions of Palestinian diplomacy, and the health crises which befell the health sector during the Israeli siege on Gaza governorates. The study also aims to examine the role of Gaza government in managing the health crisis and the effectiveness of popular diplomacy as an alternative to the role of official diplomacy. The study focused on the extent of improving services and aid offered to the Palestinian Ministry of Health in the Gaza Strip and seeks to understand and explore affecting local and Arab circumstances. In addition, the study also attempts to trace the historical developments of diplomatic relations as well as the strategic conditions and Palestinian interests and motivations affecting health services. The researcher followed the crisis management approach given that this approach is able to identify the factors affecting the development of Palestinian relations. The study recommends the following: the need to launch a new Palestinian political and diplomatic action to respond to the questions and necessities of the current state of affairs and that there is a need to direct Palestinian efforts towards the external front through conducting broad, multi-lateral diplomatic tours aimed at forging special relations with Arab countries with do not contradict or prevent establishing strategic relations with these countries. These ties should be clear and frank and able to invest in the regional dimension in order to strengthen Palestinian negotiation efforts. The also study recommends the need to deal more seriously and responsibly with the obligations of political and diplomatic work; this involves the need to re-build a new diplomatic and political strategy and activate the role of public strategy and honor the main elements and options. This means not relinquishing other forms of struggle which interact with and complement the diplomatic front. The study recommends the necessity of supporting diplomatic struggle for it forms an extension of the various forms of honorable Palestinians struggles.
