Abstract
The study aimed to identify the devolution of powers and its role in the development of leadership skills among employers of high ranks in the Ministry of Interior and National Security in the Gaza Strip, and to identify the impact of the variables of each of (rank, period of service, qualification, conservative) on the relationship between the practice of administrative leaders to delegate power, and the degree of possession of employees of leadership skills. The study followed a descriptive approach to analyze the phenomenon, revealing the relationships between its various dimensions, and the study included the owners of the High-level personnel in the police force under the Ministry of Interior and National Security in the provinces who were 266 according grade the provinces. The study showed the following: -The degree of administrative leadership in the Ministry of Interior and National Security in the provinces of Gaza to the devolution of powers was (74.961%(. -Degree of owning High ranks in the Ministry of Interior and National Security in the provinces of Gaza's leadership skills was (84.105%(. The study recommended the need to raise awareness of devolution and the importance of exercising it in all departments and sections of the Ministry of Interior and National Security. The study also called for the adoption of a system of incentives to boost the morale of staff for acceptance of the work delegated to them. The study confirmed the need to linking the power of responsibility, which should bear the consequences of its Commissioner, who should bear full responsibility. The study also confirmed the importance of maintaining strong leadership skills at the High-ranking Interior Ministry and especially: (ability to exploit the ideas of feedback from superiors, the ability to direct subordinates, the ability to make decisions to help ensure the success of work). The officials should be given greater powers commensurate with the size of their responsibilities, and thereby to enable them to innovate. and to work to strengthen and develop the intellectual skills through the development of creative imagination, which is reflected in their behavior and the behavior of workers which should be applied for raising the nature of their creativity and make them a cooperative group.
