Abstract

This study aims at identifying the recruiting and selection policies, as well as the administrative development in the General Personnel Council in the Gaza Strip. To achieve this purpose, the researcher used the descriptive analytical method. The population of this study included higher administration, middle administration, lower administration, and the administrative and specialized positions in the General Personnel Council. The sample of this study included 90 employees, The researcher has used the questionnaire as a research tool. This study has reached some findings, most importantly: there is a positive relationship between policies of selection and achievement of administrative development with a relative weight of %84. Also, there is a positive relationship between the recruiting policies and achieving administrative development with a weight of %78. The item that states: “The website of the General Personnel Council contributes to facilitating the procedures of recruiting employees” has got the highest rank in policies of recruiting with a relative weight of %77.11. The item that states: “The electronic tests for selection in the General Personnel Council are considered an important means that guarantees transparency” has got the second rank with a relative weight of %76.67. The field of achieving administrative development has got a relative weight of %65.65. This is attributed to the fact that the General Personnel Council needs to enhance administrative development, and it is required to invest all possibilities and efforts. The study also found that there are no statistical differences in the responses of the sample about the role of recruiting and selection policies in achieving administrative development in the governmental institutions according to the following variables: age, gender, years of experience, position, and qualification. The study has reached the following recommendations: - It is necessary to enhance recruiting high expertise in the General Personnel Council more effectively, and the high administration should adopt such a policy. - Policies of recruiting and selection should be reconsidered. - There should be more focus on electronic applications for jobs as being an important source for selection of highly qualified persons and achieving transparency. - There should more focus on conducting electronic tests for job applicants. This achieves technological developments leading to transparency. - The General Personnel Council should work more on adopting achievement of administrative development. It should also invest all possibilities and efforts that could enable it broaden administrative capabilities
