Abstract
This study aims to discover the available basics for Balanced Scorecard Application in the Ministry of Public Works and Housing in Gaza Governorates. It also aims to add two dimensions: the social dimension and loyalty and commitment dimensions. To achieve the objectives of the study and to answer the study questions, the study relied on primary and secondary data in which questionnaire was made to seek the opinion of (76) employees. The study was based on a descriptive analytical method. The main results of the study: 1. There is clarity in the financial budgets which fulfill the operational plans, and it requires reinforcements. 2. There is a relative development in the services provided for the public by the ministry, and it requires reinforcements. 3. There is a general weakness on scientific research in the ministry. 4. The ministry suffers from cutting in the stimulation mechanisms used in it. 5. The ministry contributes in building the Palestinian community by constructing public facilities. 6. The ministry has a crew which copes with emergencies. 7. The ministry has a scientific and professional staff to achieve the defined strategic objectives. 8. The criteria used in evaluating the performance is inappropriate for the staff. The main recommendations of the study: 1. Working on promoting the Balanced Scorecard among employees by offering training courses that include the Balanced Scorecard dimensions. 2. Working on activating the internal control and follow-up with the public administration of finance in the ministry. 3. Working on developing human staff in the ministry by training and developing mechanisms. 4. Developing the scientific research domains in the ministry by activating the general administration of researches and studies in its all departments. 5. Developing mechanisms to motivate employees morally and materially which increases job satisfaction. 6. Increasing the interest on the social aspects with its all its components. 7. Working on developing the performance evaluation criteria in a way which suits the ministry employees.
