Abstract

This study examines the success of The Islamic Movement of Hamas in combining resistance and governance, through adopting the motto of "Change and Reform". The study has focused on Hamas thinking and its role in fundamental issues concerning the Palestinian cause, analyzing its position on peace accords, ideological positions on Palestinian Liberation Organization and the authority, the experience of Hamas as resistance movement, growth of resistance concept and emphasis on the idea of truce from the perceptive of Hamas. The study has also focused on the aims of Hamas participation in governance, the changing ideology which came after the Israeli disengagement from the Gaza Strip and the most prominent challenges and crises facing the movement due to lack of international community recognition to its government. The study comes in the light of Hamas experience in governance, and adopts the principle of protecting resistance, and Hamas’s ability to combine both. This also reflects on the ability of Hamas to offer a model of adhering to principles and in the same time show political flexibility in administrating the government. Likewise, the study shows no contradictions or conflict between governance and resistance. The researcher has relied on descriptive analysis, where he outlines the positive and negative effects for Hamas in combing both resistance and governance. This is in addition to reflecting on the historical path of Hamas. خ The study concludes with set of findings: the experience of Hamas can’t be compared to other Islamic experiences, as it is originally a movement with the aim of national liberation from occupation. In this sense, Hamas has faced massive challenges, but was still able to stick to its principles, which are considered to be one form of resistance. The study recommends one fundamental finding: there can’t be a combination between resistance and governance in the absence of actual political participation from all national factions. Hens, its difficult for Hamas to take responsibility over governance on its own, because that can be an obstacle to achieving stages of liberation—but Hamas is unwilling to give up on its status quo political presence. The study recommends on the importance of looking for partners in administrating the Gaza Strip, and the administrative separation between (political) and (governmental) Hamas. This can be done through: forming new steering committee to administrate the government in Gaza through political figures loyal to the movement and other independent figures. The reference for this committee should be the national framework, which has been initiated by factions in Gaza. Hamas has to constantly look for reconciliation through a way which enable it to continue political work through participating in political system.
