Abstract

هدفت هذه الدراسة إلى تناول تأثير استخدام الدبلوماسية الرقمية على قضية الأسرى من وجهة نظر النخب الإعلامية، خلال الفترة (2014 – 2019) والتعرف على أهميتها كأداة جديدة من أدوات السياسة الخارجية وشكل من أشكال النضال الوطني الفلسطيني لتفعيل ونصرة قضية الأسرى دولياً؛ لذلك جاءت الدراسة في أربعة فصول، الفصل الأول الإطار المنهجي للدراسة، أما الثاني فتناول الدبلوماسية العامة والرقمية، في حين جاء الفصل الثالث ليسلط الضوء على قضية الأسرى وآليات الدعم والمناصرة إعلامياً وإلكترونياً والجهات الفاعلة فيها، أما الفصل الرابع والأخير فقد استعرض نتائج الدراسة الخاصة بآراء النخب الإعلامية حول تأثير الدبلوماسية الرقمية على قضية الأسرى، وتصور مقترح لتطوير الدبلوماسية الرقمية بما يخدم قضايا الأسرى. واعتمدت الدراسة على منهجية علمية، تتضمن: المنهج الوصفي التحليلي، والمنهج التاريخي، واعتمدت على أداة صحيفة الاستقصاء، والمقابلة المعمقة مع الخبراء والمختصين. وتوصلت الدراسة إلى مجموعة من النتائج، منها: 1. (86.3%) من المبحوثين، تعتقد بأن هناك أهمية كبيرة بأن يكون هناك حضور رسمي فلسطيني على منصات التواصل الاجتماعي للتعريف بقضايا الأسرى. 2. (72.6%) من المبحوثين، يعتقدون أن تأثير الدبلوماسية الرقمية ستنعكس بشكل إيجابي على قضايا الأسرى. 3. (72.79%) من المبحوثين، ترى أهمية امتلاك الدبلوماسية الرقمية للأدوات والبرامج والخطط لتفعيل قضايا الأسرى. 4. (58.1%) من المبحوثين أن الدبلوماسية الرقمية تساهم في تحقيق أهداف وزارة الخارجية وأجهزة ومؤسسات الدولة، عبر منصات التواصل الاجتماعي وفي تفعيل قضية الأسرى. وأخيراً، قدمت الدراسة تصور مقترح لتفعيل قضية الأسرى ضمن الدبلوماسية الرقمية الفلسطينية، تقوم بالدرجة الاولى على زيادة الوعي لدى الجهات الرسمية، وتفعيل وتطوير الدبلوماسية الرقمية لخدمة قضايا الأسرى.  Abstract This study aimed to address the impact of using of digital diplomacy on the issue of prisoners from the viewpoint of media elites, during the period (2014 - 2019) and to identify its importance as a new tool of foreign policy and a form of the Palestinian national struggle to activate and support the issue of prisoners internationally. Therefore, the study came in four chapters: The first chapter is the methodological framework for the study, while the second deals with public and digital diplomacy; the third chapter comes to shed light on the issue of prisoners in terms of support mechanisms, media, electronic support, and the actors involved; while the fourth and last chapter reviewed the results of the study in the light of media elites ‘opinion, and the impact of digital diplomacy on the issue of prisoners; hence, a visualized proposal to develop digital diplomacy in order to serve the issues of prisoners has emerged. The study relied on a scientific methodology which includes: the descriptive analytical method, and the historical approach; it also depended on the newspaper survey tool, and the in-depth interview with experts and specialists. The study concluded that: 1- (86.3%) of the respondents believe that it is of great importance for the Palestinians to have official presence on social media platforms which brings the prisoners' issues to focus. 2- . (72.6%)of the respondents believe that the impact of digital diplomacy will have a positive impact on the issues of prisoners. 3-. (72.79%) of the respondents see the importance of having digital diplomacy for the tools, programs and plans to activate the prisoners' issues. 4-. (58.1%) of the respondents said that digital diplomacy contributes to achieving the goals of the Ministry of Foreign Affairs, state agencies and institutions through social media platforms, thus activating the issue of prisoners. Finally, the study presented a proposed vision to activate the issue of prisoners within the Palestinian digital diplomacy; this is primarily based on increasing awareness among the official authorities, who believe in activating and developing digital diplomacy to serve the issues of prisoners
