Abstract

هدفت الدراسة التعرف على واقع الإدارة الإلكترونية وعلاقتها بجودة الأداء المؤسسي دراسة ميدانية في وزارة الاتصالات وتكنولوجيا المعلومات. وقد استخدم الباحث المنهج الوصفي التحليلي، وتم اختيار مجتمع الدراسة من موظفي الوزارة الذين يشغلون الوظائف الإدارية والذي يبلغ عددهم (178)، واستخدم الباحث أسلوب المسح الشامل نظراً لصغر حجم مجتمع الدراسة، كما استخدمت الاستبانة كأداة رئيسة لجمع البيانات والمعلومات، حيث تم توزيع (178) استبانة على المبحوثين (مجتمع الدراسة)، وتم استرداد (126) استبانة أي بنسبة (70.8%). وتوصلت الدراسة إلى مجموعة من النتائج أهمها: أوضحت النتائج وجود موافقة بدرجة كبيرة من المبحوثين على درجة توفر متطلبات تطبيق الإدارة الإلكترونية في وزارة الاتصالات وتكنولوجيا المعلومات حيث بلغ الوزن النسبي (76.2%)، ووجود موافقة بدرجة كبيرة من المبحوثين على وجود مستوى بدرجة كبيرة في تحقيق جودة الأداء المؤسسي بوزارة الاتصالات وتكنولوجيا المعلومات حيث بلغ الوزن النسبي (75.1%)، ويوجد علاقة ذات دلالة إحصائية عند مستوى الدلالة (0.05≥a) بين درجة توفر متطلبات تطبيق الإدارة الإلكترونية وبين الأداء المؤسسي في وزارة الاتصالات وتكنولوجيا المعلومات. وتوصلت الدراسة إلى مجموعة من التوصيات أهمها: ضرورة تحفيز الموظفين المتميزين مادياً في مجال الإدارة الإلكترونية، ضرورة توفير الدعم المالي اللازم للاستعانة بالخبراء والمتخصصين في مجال الإدارة الإلكترونية وخاصة في مجال التصميم وتطوير البرامج الإلكترونية، ضرورة الاهتمام في عملية الإنفاق على البحوث والدراسات الموجهة لتطوير تكنولوجيا المعلومات، وذلك من خلال تشجيع الموظفين على ذلك. Abstract The study is aimed at identifying the reality of e-management and its relation to the quality of institutional performance. The researcher used the descriptive analytical method, and the study population was selected from the ministry employees who occupy the administrative positions (178); A questionnaire on the respondents (the study population), and (126) questionnaire was recovered, ie (70.8%).creative staff. The study reached a number of results, the most important of which are: The Ministry of Communications and Information Technology (MCIT) has a high degree of approval among a group of respondents inquired. Respondents believed that requirements are met to apply electronic management within MCIT, bearing a relative weight of( 76.2%). Furthermore, respondents also believed that quality institutional performance has been achieved, corresponding with a weight of(75.1%). A statistically significant relationship (0.05≥a) can be observed between the qualifications for applying e-management and institutional performance within MCIT. The study reached a number of recommendations, the most important of which are: The need to motivate employees who are financially distinguished in the field of electronic management, the need to provide the necessary financial support for the use of experts and specialists in the field of management. Especially in the field of design and development of electronic programs, they need to pay attention in the process of spending on research and studies directed to the development of information technology, and by encouraging staff to do so.
