Abstract

هدفت هذه الدراسة إلى بناء برنامج تدريبي مقترح لتطوير أداء مديري المدارس الحكومية بمحافظة شمال غزة في ضوء القيادة التشاركية، وقد اتبعت الدراسة المنهج الوصفي، وتم اختيار عيِّنة عشوائية طبقية بلغت (472) من معلمي المدارس الحكومية بمحافظة شمال غزة يمثلون (25%) ومن مجتمع الدراسة، وتمثَّلت أداة الدراسة في استبانة استهدفت عيِّنة المعلمين المذكورة، كما تَّم إجراء مقابلة مع مسؤول فرع التدريب في مديرية شمال غزة؛ بهدف التوصل إلى عدد من المحاور والموضوعات التي يمكن تضمينها في برنامج تدريبي لتطوير أداء مديري المدارس الحكومية بمحافظة شمال غزة في ضوء القيادة التشاركية. وكان من أهم نتائج الدراسة: 1. أن الدرجة الكلية لتقدير عيِّنة الدراسة من المعلمين لمستوى أداء مديري المدارس الحكومية بمحافظة شمال غزة في ضوء القيادة التشاركية؛ حصلت على وزن نسبي (79.51%) أي بدرجة كبيرة، وكان ترتيب أبعاد الاستبانة حسب أهميتها النسبية متسلسلة من الأعلى إلى الأدنى على النحو التالي: العلاقات الإنسانية بوزن نسبي (82.15%) وبدرجة كبيرة، يليه بعد الاتصال وبناء المعلومات بوزن نسبي (79.48%) وبدرجة كبيرة، ثم بعد تفويض السلطة بوزن نسبي (79.36%) وبدرجة كبيرة، وأخيرًا بعد "المشاركة في اتخاذ القرار بوزن نسبي (76.89%)، وبدرجة كبيرة. 2. لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α≤0.05) بين متوسطات تقديرات أفراد عيِّنة الدراسة لمستوى أداء مديري المدارس الحكومية في ضوء المشاركة تعزى لمتغير جنس المعلم، وذلك حول بعديِّ اتخاذ القرار وتفويض السلطة، فيما تبين وجود فروق حول كل من بعد العلاقات الإنسانية، والاتصال وبناء المعلومات وتفويض السلطة، وفي ضوء القيادة التشاركية ككل تعزى لمتغير جنس المعلم، وكانت الفروق لصالح المعلمات. 3. لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α ≤ 0.05) بين متوسطات تقديرات أفراد العيِّنة لمستوى أداء مديري المدارس الحكومية بمحافظة شمال غزة في ضوء القيادة التشاركية تعزى لمتغيري سنوات الخدمة، وتخصص المعلم. 4. لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α ≤ 0.05) بين متوسطات تقديرات أفراد العيِّنة لمستوى أداء مديري المدارس الحكومية بمحافظة شمال غزة في ضوء القيادة التشاركية تعزى لمتغير المؤهل العلمي للمعلم، فيما تبين وجود فروق حول كلٍّ من أبعاد (تفويض السلطة، العلاقات الإنسانية، الاتصال وبناء المعلومات)، وذلك لصالح المعلمين الذكور. 5. لا توجد فروق ذات دلالة إحصائية بين متوسطات تقديرات أفراد العيِّنة لمستوى أداء مديري المدارس الحكومية في ضوء المشاركة في اتخاذ القرار، تعزى لمتغير نوع المدرسة، وذلك حول بعدي تفويض السلطة، والعلاقات الإنسانية، وحول القيادة التشاركية ككل، فيما تبين وجود فروق بين تقديرات من نوع مدارسهم أساسية دنيا، ومن نوع مدارسهم أساسية عليا حول بعد الاتصال وبناء المعلومات، ولصالح المعلمين الذين نوع مدارسهم أساسية عليا. 6. لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α≤0.05) بين متوسطات تقديرات أفراد العيِّنة لمستوى أداء مديري المدارس الحكومية في ضوء المشاركة تعزى لمتغير جنس المدير، حول بعدي اتخاذ القرار وتفويض السلطة، فيما يتبين وجود فروق حول بعدي العلاقات الإنسانية، والاتصال وبناء المعلومات، ولصالح مَن جنس مديريهم "إناث". 7. لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α ≤ 0.05) بين متوسطات تقديرات أفراد العيِّنة لمستوى أداء مديري المدارس الحكومية بمحافظة شمال غزة في ضوء القيادة التشاركية تعزى لمتغيري سنوات خدمة المدير كمدير، والمؤهل العلمي للمدير، فيما وجدت فروق تعزى لمتغير تخصص المدير، وكانت الفروق لصالح مَن تخصُّصُ مديريهم "علوم تطبيقية وحياتية". 8. تَّم توظيف نتائج الدراسة الميدانية الناتجة عن تطبيق أداة الدراسة (الاستبانة والمقابلة)، في بناء برنامج تدريبي لتطوير أداء مديري المدارس الحكومية بمحافظة شمال غزة في ضوء القيادة التشاركية. وقد خرجت الدراسة بمجموعة من التوصيات، كان من أهمها: 1. تنظيم دورات تدريبية لتطوير مهارات صنع القرارات للعاملين في المجال التعليمي. 2. عقد ندوات لمديري المدارس من أجل توعيتهم بأهمية القيادة التشاورية التشاركية. 3. تبادل الآراء والمعلومات والخبرات التنظيمية مع العاملين وكافة الأطراف الخارجيَّة ذات العلاقة. Abstract This study aimed to build a proposed training program to develop the performance of principals of public schools in North Gaza Governorate in the light of participatory leadership. The study followed the descriptive approach, and a stratified random sample was selected, which amounted to (472) from public school teachers in North Gaza Governorate, representing (25%) of the study population. The study tool was represented by a questionnaire targeting the mentioned sample of teachers, and an interview was conducted with the official of the training branch in the North Gaza Directorate, with the aim of arriving at a number of axes and topics that can be included in a training program to develop the performance of principals of government schools in North Gaza in the light of participatory leadership. The study main findings were as follows: 1. The total score for estimating the study sample from teachers for the level of performance of principals of public schools in North Gaza Governorate in light of the participatory leadership got a relative weight (79.51%), i.e. significantly, and the questionnaire dimensions were arranged according to their relative importance, chained from top to bottom as follows: Relationships Humanity with a relative weight (82.15%) which was high degree, followed by communication and building information with a relative weight (79.48%) and a large degree, then after the delegation of authority with a relative weight (79.36%) and a large degree, and finally after "participation in decision-making with a relative weight (76.89%)" which was a high degree. 2. There are no statistically significant differences at the level of significance (α≤0.05) between the averages of the individuals of the study sample for the level of performance of principals of government schools in light of participation in decision-making and delegation of authority due to the teacher gender variable, while it was found that there are differences in the level of performance of school principals Government in light of human relationships, communication, information building, and delegation of authority, and in light of participatory leadership as a whole attributable to the variable of the teacher’s gender, and the differences were in favor of the teachers. 3. There are no statistically significant differences at the level of significance (α ≤ 0.05) between the averages of the sample members ’estimates of the level of performance of principals of public schools in North Gaza Governorate in light of the participatory leadership attributable to variables: years of service, teacher specialization. 4. There are no statistically significant differences at the level of significance (α ≤ 0.05) between the average sample members ’estimates of the level of performance of public school principals in light of participation in decision-making due to the variable of the teacher’s educational qualification, while it was found that there are in the level of performance of government school principals in light of (Delegation of authority, human relationships, communication and information building), and in light of participatory leadership as a whole due to the variable of the educational qualification, the differences were in favor of male teachers. 5. There are no statistically significant differences between the averages of the sample members ’estimates of the level of performance of government school principals in light of participation in decision-making, delegation of authority, human relations and participatory leadership as a whole due to the variable of the school type, while it was found that there are differences between the type of their primary basic schools minimum, and from The type of their primary schools is higher for the level of performance of government school principals in North Gaza Governorate in light of communication and information building due to the variable of the type of teacher school, and for the benefit of teachers whose type of schools are "higher basic". 6. There are no statistically significant differences at the level of significance (α≤0.05) between the averages of respondents ’estimates of the level of performance of principals of public schools in light of participation in decision-making and delegation of authority due to the variable of the principal’s gender, while it appears that there are differences in the level of performance of government school principals in light of Human relations, communication, and information-building, in light of participatory leadership as a whole, are attributable to the variable of the director’s gender, and to the benefit of teachers whose directors are “female”. 7. There are no statistically significant differences at the level of significance (α ≤ 0.05) between the averages of the sample individuals ’estimates of the level of performance of principals of public schools in North Gaza Governorate in light of the participatory leadership attributable to the variables of the years of service of the director as a director, and the scientific qualification of the director, while differences were found due to the variable of the director’s specialty, The differences were for the benefit of their managers whose specialty is: "Applied and Life Sciences". 8. The results of the field study resulting from the application of the study tool (questionnaire and interview) were used in building a training program to develop the performance of principals of public schools in North Gaza Governorate in the light of participatory leadership. Based on the previous findings, the researcher suggested several recommendations, the most important of which are the following: 1. Organizing training courses to develop decision-making skills for workers in the educational field. 2. Holding seminars for school administrators to make them aware of the importance of participatory consultative leadership. 3. Exchanging views, information and organizational experiences with employees and all relevant external parties.
