Abstract

تصور مقترح لتحسين مستوى كفاءة نظام الإشراف التربوي في محافظات فلسطين الجنوبية A Suggested Proposal to Improve the Efficiency of the Educational Supervision System in the Palestinian Southern Governorates إعداد إشراف الطالبة الباحثة/ فاتن فريد صافي الدكتور/محمود إبراهيم خلف الله هدفت الدراسة التعرف إلى مستوى كفاءة نظام الإشراف التربوي في محافظات فلسطين الجنوبية، والكشف عن دلالة الفروق بين متوسط درجات تقدير أفراد عينة الدراسة (المشرفين التربويين) حول مستوى هذه الكفاءة باختلاف متغيرات الدراسة: (المحافظة، والتخصص الإشرافي، ومرحلة الإشراف، والجهة المشرفة)، وتقديم تصور مقترح لتحسين مستوى كفاءة نظام الإشراف التربوي في محافظات فلسطين الجنوبية، ولتحقيق أهداف الدراسة اتبعت الباحثة المنهج الوصفي بأسلوبه التحليلي؛ مع الاعتماد على بعض جوانب أسلوب تحليل النظم لوصف وتحليل بعض جوانب نظام الإشراف التربوي في محافظات فلسطين الجنوبية، وكذلك الأسلوب البنائي، مستخدمة الاستبانة أداة رئيسة لدراستها، والتي طبقت _ باستخدام طريقة المسح الشامل _ على (232) مشرفًا ومشرفة، منهم (84) مشرفًا ومشرفة بالأونروا، و(203) مشرفًا ومشرفة بوزارة التربية والتعليم، وكذلك استخدمت المقابلة كأداة داعمة، وقد أسفرت الدراسة عن مجموعة من النتائج، كان من أبرزها: 1- أن مستوى الكفاءة الداخلية لنظام الإشراف التربوي في محافظات فلسطين الجنوبية جاء مرتفعاً، حيث بلغ الوزن النسبي للدرجة الكلية (78.79%). 2- وجود فروق ذات دلالة إحصائية عند مستوى دلالة (α ≤ 0.05) بين متوسطات تقديرات أفراد عينة الدراسة لمستوى الكفاءة الداخلية لنظام الإشراف التربوي في محافظات فلسطين الجنوبية تعزى لمتغير المحافظة، وذلك لصالح محافظة رفح، وخان يونس، وغزة مقارنة بمحافظة الوسطى. 3- عدم وجود فروق ذات دلالة إحصائية حول الموضوع ذاته تعزى لمتغير التخصص. 4- عدم وجود فروق ذات دلالة إحصائية حول الموضوع ذاته تعزى لمتغير مرحلة الإشراف على جميع المجالات، عدا المجال الرابع (مسؤوليات المشرف التربوي ومهامه) فقد ظهر فروق حوله لصالح (أكثر من مرحلة)، والمجال الخامس (متطلبات الإشراف التربوي) فقد ظهر فروق حوله لصالح الثانوية على حساب الأساسية الدنيا والعليا، ولصالح (أكثر من مرحلة) على حساب الأساسية العليا. 5- لا توجد فروق ذات دلالة إحصائية عند مستوى دلالة (α ≤ 0.05) بين متوسطات تقديرات أفراد عينة الدراسة حول مستوى الكفاءة الداخلية لنظام الإشراف التربوي في محافظات فلسطين الجنوبية تعزى لمتغير المؤسسة (جهة الإشراف)، عدا الفروق التي ظهرت لصالح وزارة التربية والتعليم حول متطلبات الإشراف التربوي. وفي ضوء نتائج الدراسة، صممت الباحثة تصورًا يتضمن مقترحات لتحسين مستوى الكفاءة الداخلية لنظام الإشراف التربوي في محافظات فلسطين الجنوبية، وتقدمت بمجموعة من التوصيات، أبرزها: 1- زيادة عدد المشرفين التربويين، والاعتماد على تخصيص عمليات الإشراف التربوي. 2- مشاركة الإشراف التربوي في آليات واستراتيجيات الإصلاح التربوي من خلال الاعتماد على تقارير دورية تتعلق بأوجه القوة والضعف لعناصر العملية التعليمية. 3- تصميم هياكل تنظيمية توضح الوصف والدرجة الوظيفية للمشرف التربوي، وموقعه في النظام التعليمي بطرق أصيلة مستحدثة. الكلمات المفتاحية: تصور مقترح – الكفاءة – نظام الإشراف التربوي – المحافظات الجنوبية لفلسطين. Abstract A Suggested Proposal to Improve the Efficiency of the Educational Supervision System in the Palestinian Southern Governorates Prepared by/ Supervised by/ The researcher: Faten F. Safi Dr. Mahmoud I. Khalaf Allah The main objective of this study is to identify the efficiency level of educational supervision system in Palestinian southern governorates, and to show the differences between the average estimates of the study sample (Educational supervisors/specialists) according to different variables: (governorate, supervisory specialization, supervisory stage, supervisory authority) to present a suggested proposal to improve the internal efficiency of the educational supervision system in the Palestinian southern governorates. To fulfill the objectives of this study, the researcher followed the analytical, descriptive method; relying on some of system analysis aspects to describe and analyze some aspects of the supervision system in the southern governorates of Palestine. In addition to the constructive method using the questionnaire as a main tool for the study which was conducted as a whole by a general survey questions on (287) male and female supervisors, (84) from the UNRWA and (203) from the Ministry of Education (government), using interviews as a supporting tool for this study. The study reached the following conclusions: 1- The level of internal efficiency of the educational supervision system in the southern governorates of Palestine is high, as the relative weight of the total degree reaches (78.79%). 2- There are statistically significant differences at the level of significance (α ≤ 0.05) among the averages of the individuals of the study sample about the level of internal efficiency of the educational supervision system in the southern governorates of Palestine due to the governorate variable, in favor of Rafah, Khan Younis, and Gaza city compared to the Middle Area governorate. 3- There are no statistically significant differences on the same topic due to the specialty variable. 4- There are no statistically significant differences on the same topic due to the variable of supervision stage in all fields, except for the fourth field (the responsibilities and tasks of the educational supervisor). The differences appeared in favor of (more than one stage), and the fifth field (educational supervision requirements), as the differences emerged around it in favor of the secondary stage at the expense of the primary and upper stages, and in favor of (more than one stage) at the expense of the upper secondary stage. 5- There are no statistically significant differences at the level of significance (α ≤ 0.05) among the averages of the study sample individuals about the level of internal efficiency of the educational supervision system in the southern governorates of Palestine. This is due to the institution variable, (supervising authority) except for the differences that appeared in favor of the Ministry of Education about educational supervision requirements. In light of the results of the study, the researcher designed a suggested proposal to improve the level of internal efficiency of the educational supervision system in the southern governorates of Palestine, and made a set of recommendations, as follows: 1- Increasing the number of educational supervisors, and relying on allocating and majoring educational supervision. 2- Allowing educational supervisors to participate in the educational reform strategies through periodic reports related to the strengths and weaknesses of the educational process elements 3- Designing organizational structures to clarify the job description and grade of the educational supervisor, and his/her location in the educational system initially and innovatively.
