Abstract

اقتضت طبيعة هذا البحث اعتماد الخلفية النظرية لدراسة هذه المنطقة وما تواجهه من مشاكل ومعوقات، وإتباعها بالدراسة الميدانية لجميع المعلومات والبيانات والإحصائيات الجغرافية والاقتصادية والعمرانية والاجتماعية ثم التحليل والتقييم والاستنتاج من خلال الربط بين الجانب النظري والواقع العملي وذلك من أجل وضع خطة ملائمة للتطوير تأخذ بعين الاعتبار العلاقات الإقليمية القائمة في المنطقة. وقد حملت هذه الدراسة عنوان اتجاهات التخطيط الإقليمي والتطور العمراني للقرى الواقعة شمال غرب نابلس وجاءت في ستة فصول دراسية: الفصل الأول يبحث في الإطار العام للدراسة مبتدئًا بمقدمة تناولت معاناة التجمعات الفلسطينية بشكل عام والتجمعات الفلسطينية الواقعة شمال غرب نابلس بشكل خاص، بسبب ما تمارسه قوات الاحتلال من إجراءات تعسفية ظاهرة الضرر، وذلك من خلال عرض المشكلة وتوضيح أهميتها وأهدافها ومنهجيتها ومصادر معلوماتها. وتوضيح منطقة الدراسة وحدودها حيث شملت القرى والبلدات الآتية: (عصيرة الشمالية، برقا، بيت امرين، سبسط ية، الناقورة، ياصيد، طلوزة، ديرشرف، نصف اجبيل، اجنسنيا). والفصل الثاني يتناول الإطار النظري للتخطيط الإقليمي وأهدافه وتعريف الإقليم، وعلاقة التخطيط الإقليمي بالتخطيط القومي والمحلي، وخصائص هذا التخطيط ووظائفه، كم ا تناول الحديث عن إقليم المدينة ووظيفتها الإقليمية وتطور العلاقة بين الريف والمدينة ونظريات التفاعل المكاني والعلاقات المعبرة عنها. ص وتناول الفصل الثالث الواقع الحالي للتجمعات السكانية في المنطقة مجال الدراسة مدعما ذلك بما فيه من مؤسسات وخدمات وما تعانيه من مشاكل، وتحدث الفصل عن العنصر السكاني وحجمه وخصائصه ومعدلات نموه مدعما ذلك بالجداول والرسومات البيانية، وتناولت فيه الجانب التعليمي والاقتصادي والتنظيم الهيكلي وما نفذ من مشاريع، وتناول الفصل في أحد جوانبه دراسة المنطقة من حيث خطط التطوير فيها والمشاريع القائمة لخدمة مواطنيها، وتمويل هذه المشاريع محليا وإقليميا وعالميا، ومن جانب آخر يتناول حاجات هذه المنطقة الى التخطيط فهو يصف الواقع الذي تعيشه حاليا، وينظر الى ما يجب أن يكون لتحسين هذا الواقع والأخذ بيد هذه المنطقة الى خيرها بتطويرها وتنميتها وفي الفصل الرابع جرى الحديث بنبذة عن فترة العثمانيين والبريطاني ين والأردنيين والتطور العمراني زمن الاحتلال الإسرائيلي مقرنا ذلك بالمخططات وكذلك عن أنواع الاستعمال للأراضي في منطقة الدراسة في الزراعة والرعي والإسكان وشبكات المواصلات متناولا ذلك بالشرح وتحديد المساحات مشيرا إلى نموذج التوسعة القائم في عصيرة الشمالية. وأما في الفصل الخامس فقد تم تحليل الواقع الحالي وتقييمه في التجمعات السكانية منتهيًا إلى أهمية الموقع والخصائص البشرية وعرض نقاط ا لقوة والضعف والإمكاني ات والفرص المتاحة في منطقة الدراسة وأثر ذلك في تطوير المنطقة وتنميتها ذاكرا المعوقات والصعوبات الإدارية والتنظيمية والاقتصادية مبينا العلاقة الاقليمية والتفاعل المكاني في البلدة المركز مع التجمعات المحيطة بها وكذلك قياس درجة التفاعل المكاني بين نابلس وتجمعات شمال غرب نابلس. وتحدث الفصل السادس عن المبررات التي تعزز اختيار بلدة عصيرة الشمالية كمركز خدمات مشترك حيث تناول الفصل حجم الخدمات وحجم السكان ومقترحات تطوير العلاقة المتبادلة بين التجمعات والاحتياجات التخطيطية المقترحة. وفي الفصل السابع تم عرض نتائج الواقع الحالي والتوصيات والسياسات والتوجهات التي يمكن أن تفيد في تخطيط المنطقة وتطويرها، وتم تدعيم المواضيع المختلفة بالصور الفوتوغرافية والرسوم البيانية واعتماد المصادر المكتبية والرسمية والشخصية بهذا الخصوص The nature of this research needed the dependence of the theoretical background for the study of this region and what prpblems and constraints if faces, and its pursuer to the field study for all the data, in formation and the geographical, economical building and social statistics then analysing, evaluating and concluding through connection between the theoretical side and practical reality for the sake of putting a suitable plan of development to take in consideration the standing regional relations in the area. This study carried a title of trends of regional planning and development for the villages in the north of Nablus, and it came in six chapters: chapter one searches in the general frame of the study beginning with a prelude that handled the suffering of the Palestinian gatherings in general and the Palestinian gatherings lying in the northwest of Nablus in particular because of the oppressive harmful. Measures which the occupation troops practice, through exposing the problem and illustrating its importance aims, methodology and informational resources, and illustrating the study of the region and limits as it included the following towns and villages: (Asira El-Shamalyah, Burqua, Beit Imrin, Sebastia, Al-Naqura, Yasid, Talluza, Deir Sharaf, Nisf Ijbeal, Ijnisinia). c Chapter two handles the theoretical frame for the regional planning, its aims and defining the region and the relation of regional planning with the local and national planning, and the merits of this planning and functions, and as it handled the city region and regional functions and the development of relation between the country and the city and the theories of special reaction and expressing relations chapter three handles the current reality for the populous gatherings in the region being studied supporting this with what it has of institution services and what problems it suffers. The chapter spoke about the populous element, its size, merits, growth rates supported by schedules and demonstrative drawing, where it handled. The chapter handles the study of the region through its developmental plans, and the standing projects concerned with its citizens service and financing these projects locally, regionally and internationally from one side, and from another one it handles with this region need to planning, as it describes the reality it lives at present, and it looks at what must be for improving this reality and taking this region to its goodness clevelopins and growing it. In chapter four, the speech occurred with a note about the Ottomans, the British and the Jordanians, and building development schedules and also kinds of lands usage in the region studied in agriculture grazing, habitation, transports nets handled in explanation and limiting the areas indicating to the widening example standing in Asira. Chapter five analysed the current analysing and its evaluation in the populous gatherings ending to the importance of site, and mankind merits and exposing points of strength, weakness, abilities and granted chances, d and the effect of this in developing and growing the area mentioning the constraints, administrative, structural and economical difficulties showing the regional relation and special reaction in the town center with the surrounding gatherings, and also measuring the degree of special reaction between Nablus and Nablus north west gatherings. Chapter six spoke about the justifications than reinforce the selection of Asira El-Shamalya town as a joint service center as it handled the size of services, people and suggestions of developing the mutual relation between the suggested planning needs. Chapter seven exposed the results of current reality, recommendations, policies, guidance's that may benefit in planning and developing the region, and supporting the different topics with photographs and demonstrative drawings and depending the clerical formal and personal resources on this behalf.
