Abstract

تهدف هذه الدراسة إلى تحليل دقيق للمشاكل التخطيطية القائمة التي تعاني منها البلديات وتقديم الحلول المناسبة لها وفق المعايير العلمية، لتحقيق الهداف العامة. وذلك من خلل معرفة آراء الناس، حيث تم اعتماد المنهج المسحي في هذه الدراسة. حيث تتكون عينة الدراسة من 732 استمارة تم توزيعها على ثلث فئات هم رؤساء البلديات، موظفي البلديات والمواطنين. وتحتوي هذه الدراسة على نبذة تاريخية عن المجالس البلدية والقروية الفلسطينية، واستعراض سريع لقانون انتخاب مجالس الهيئات المحلية الفلسطينية وقانون الهيئات المحلية الفلسطينية، بالضافة إلى بعض المصطلحات التي تحتاجها من تعريف للدارة، التخطيط، تخطيط المدن، وقانون التخطيط وغيرها من المصطلحات ذات العلقة، بالضافة للتعرف على العديد من التجارب لعدة مدن عربية وأجنبية للستفادة من تجاربهم. XI ومن ثم استخلص النتائج التي تبين .(SPSS) وقد تم تحليل البيانات بواسطة برنامج الوضع القائم، من عدة نواحي. أهمها المشاكل الدارية واثر هذه المشاكل على عملية التخطيط، وقد تم استعراض المشاكل الدارية في كل مرحلة من المراحل التي تعاقبت على فلسطين، مع ضرب أمثلة من خلل تحليل المخططات الهيكلية المتعاقبة التي تم مصادقتها لمدينة جنين كحالة دراسية، وتحليل أهداف البلديات وانحسار الداء العام في مجال الخدمات دون أن يشمل الناحيتين القتصادية و الجتماعية للمدينة. كما تم مناقشة مشاكل القانون وغيابه، واثر هذه المشكلة على عملية التخطيط وما نتج عنها من تجاوزات ومخالفات، مما أدى إلى أزمة واضحة في تخطيط مدننا. والخروج بالتوصيات التي تحاول إعطاء الحلول للمشاكل القائمة، من خلل تطوير الوضع الداري داخل البلديات، التأكيد على الستقللية المالية للهيئات المحلية، قيام البلدية بدور فعال في مجال التنمية القتصادية والجتماعية للمدينة والسكان من اجل القيام بالتخطيط بشكل سليم، والقدرة على تنفيذ هذه المخططات وتطوير القوانين التخطيطية والعمرانية وتوفير السلطة اللزمة لتطبيق القانون، والعمل على النتقال من اللتخطيط إلى التخطيط. وكل ذلك في سبيل النهوض بمدننا، وعلج مشاكلها، وتوفير احتياجاتها، وتوجيه تطورها وجهة سليمة. This study's objective is to analyze the current planning problems that the municipalities suffer from and to present appropriate solutions based on scientific standards. The research was conducted using the survey method; the sample contains 732 questionnaires that were distributed to three categories: mayors, municipality employees, and citizens. This study includes a historical background of the Palestinian municipality and village councils, and a quick presentation of the election law in the Palestinian Local Authorities and the Palestinian Local Committees law. In addition to that, the study will define some administration, planning, urban planning, planning law and other related terms. The study will also identify some of the experiences of Arabian and foreign cities. The data were analyzed using the SPSS program, and the results that show the current situation were extracted. The most important result was the administration problems and their effect on the planning process. The administration problems were demonstrated in all of the phases that passed XIII in Palestine. The study also presented examples through analyzing the sequential infrastructure plans that were approved for Jenin city, as a case study. It also analyzed the objectives of the municipality and the retrogression of the general performance in the services sector without including the economic and social aspects of the city. The study also discussed the law problems and its absence, and the effect of this problem on the planning process and the resulting surpasses that led to the current crisis in the planning of our cities. The study has also presented recommendations that try to give solutions to the current problems, like developing the administration condition inside the municipalities, ensuring the financial independence of the local committees, the municipality playing an effective role in the economic and social development of the city and population in order for it to be able to plan in the right way, improving the ability to execute these plans, developing planning and building laws, providing the needed authority to implement these laws, and planning on the transition from not planning to planning. All of this is for developing our cities, treating its problems, providing its needs and directing its development to the right direction.
