Abstract

هَـدفت الـدَّراسة إلى التّعـرف على أثـر رأس المال الفكري في تحـسين جـَودة الخَـدمـات المُـقدمـة في وزارة العـَدل الفلسطينية، وقـد تـم استخدام الاستبيان كـأداة دراسة رئيـسة لجـمـع الـبيانات الأولية، باسـتخدام المنهـج الوصـفي التـحليلي، حيثُ تكوَّن مُجتمع الدراسـة مـن (130) مُوظفاً وموظفة من وزارة العـدل الفلسطينية بقطاع غزة، وقـد تَـم استخـدام أسلـوب المسـح الشامـل، حَيثُ تَم توزيع (130) استبانة، واستـرداد (128) استبـانة بـنسبة تُقـدر بـ(98.46%) من مجتمع الدراسة، وقـد تمـت المُعـالجات الإحصائية باستـخدام برنامج الرزم الإحصائية ( SPSS) للحُصول على نتائج الدراسة. وكان من أبرز نتائج الدراسة ما يلي: • وجود علاقة ارتباط ذات دلالة إحصائية بين رأس المال الفكري متمثلة بالأبعاد (رأس المال البشري، رأس المال الهيكلي، رأس المال العلاقاتي) وجودة الخدمات المقدمة في وزارة العدل الفلسطينية. • أظهرت النتائج المتعلقة بالمُتغير المُستقـل "رأس المال الفِكري" أنَّ الوزن النسبي يُساوي (71.20%)، وهذا يَعني أن هُـناك مُـوافقة بدرجةٍ كبيرة من قِبل أفـراد العيـنة. • كما أظهرت النتائج المُـتعلقة بالمُتغير التابِع "جودة الخدمة المقدمة" أن العديد من الفقرات جاءت بنسبة متوسطة مما يُوضح القُصور في جوانب جودة الأداء كما هو موضح في فقرة (4) بوزن نسبي (68%) وهي تُوفر الوزارة كافة الأدوات التكنولوجية اللازمة لتقديم الخدمة المطلوبة، كما جاءت النسبة في فقرة (5) (64%) وهي تناسب التصميم الداخلي لمرافق الوزارة مع طبيعة الخدمة المقدمة، بالإضافة إلى فقرة (8) جاءت بنسبة (66%) وهي تحفيز الوزارة العاملين على حل المشكلات التي تواجههم بشكل فوري. وقدمت الدراسة العديد من التوصيات أهمها ضرورة أن تتبنى الحكومة والوزارة على وجه الخصوص موضوع رأس المال الفكري بكل مكوناته، وصولاً إلى الارتقاء بمستويات الأداء، وتحقيق الأهداف الموضوعة، وتوفير الدعم والإسناد الكافيين من قبل الوزارة لكافة الموظفين وتحفيزهم، فضلاً عن تهيئة المناخ التنظيمي والإداري الملائم لهم لبناء إمكاناتهم ومهاراتهم بشكلٍ أكبر، وتحسين البيئة المكانية والتصميم الداخلي لمرافق الوزارة ليتناسب مع طبيعة الخدمة المقدمة. Abstract The study aimed to identify the impact of intellectual capital on improving the quality of services provided in the Palestinian Ministry of Justice. The questionnaire was used as a main study tool for collecting primary data. The study population consisted of (130) male and female employees from the Palestinian Ministry of Justice in the Gaza Strip, and the comprehensive survey method was used, where (130) questionnaires were distributed, and (128) questionnaires were retrieved, with an estimated rate of (98.46%) of the study population. The statistical treatments were done using the statistical package program (SPSS) to obtain the results of the study. Among the most prominent results of the study were the following: 1. There is a statistically significant correlation between intellectual capital represented by dimensions (human capital, structural capital, relational capital) and the quality of services provided in the Palestinian Ministry of Justice. 2. The results related to the independent variable "intellectual capital" showed that the relative weight is equal to (71.20%), and this means that there is a large degree of agreement by the sample. 3. The results related to the dependent variable "quality of service provided" also showed that many of the items came at an average rate, which explains the shortcomings in aspects of performance quality. As shown in Paragraph (4), with a rate of (68%), which is that the Ministry provides all the technological tools necessary to provide the required service, and Paragraph (5) stated that the percentage is (64%), which fits the interior design of the Ministry’s facilities with the nature of the service provided, in addition to a paragraph (8) It came at a rate of (66%), which is motivating the Ministry workers to solve the problems they face immediately. The study made many recommendations, the most important of which are: The need for the government and the Ministry in particular to adopt the issue of intellectual capital with all its components, in order to raise performance levels and achieve the goals set and to provide adequate support and attribution by the Ministry to all employees and motivate them, In addition to creating an appropriate organizational and administrative climate for them to build their capabilities and skills further and improve the spatial environment and interior design of the Ministry's facilities to suit the nature of the service provided.
