Abstract

هدفت الدراسة إلى التعرف على دور الإدارة الإلكترونية بأبعادها (الإداري والتنظيمي، المالي، البشري، التكنولوجي والتقني، القانوني والتشريعي) في تعزيز التوجه الريادي لأربعة من حاضنات الأعمال الناشطة في قطاع غزة وتقدم خدماتها للمستفيدين في مجالات متنوعة، مستخدماً المنهج الوصفي التحليلي لتفسير ظاهرة الدراسة، واستخدم الباحث الاستبيان كأداة لجمع البيانات والمعلومات من مجتمع الدراسة حيث استخدم الباحث العينة العشوائية البسيطة لعينة الدراسة الموزعة ومقدارها (200) مفردة، حيث تم استرداد (166) مفردة صالحة للتحليل الاحصائي وبنسبة (83%). كما تم استخدام حزمة البرامج الإحصائية spss لتفسير نتائج الدراسة الحالية. ومن أهم نتائج الدراسة: 1. جاءت درجة تقدير بالموافقة لمتغير الإدارة الإلكترونية وبوزن نسبي (82.76%)، في حين بلغ الوزن النسبي لمتغير التوجه الريادي(83.40%) بدرجة تقدير عالية أيضاً. 2. وجود علاقة ارتباطية بين كافة أبعاد الإدارة الإلكترونية والتوجه الريادي. 3. عدم وجود تأثير معنوي لكلاً من الأبعاد البشرية والمالية على التوجه الريادي لحاضنات الأعمال ووجود تأثير لباقي الأبعاد. 4. جاءت نتائج الفروق لمتغير الحاضنة لصالح كل من حاضنة الكلية الجامعية للعلوم التطبيقية UCAS ، وحاضنة الأعمال والتكنولوجيا في الجامعة الإسلامية BTI. ومن أهم التوصيات التي قدمتها الدراسة: 1. تبني طريقة واضحة لاستقطاب المستفيدين من برامج الحاضنات. 2. ضرورة امتلاك الحاضنات لمشروعات توفر فرص عمل للمستفيدين بشكل مستدام. 3. حث كافة الجهات الرسمية والمؤسسات الحكومية على تأسيس حاضنات أعمال ذي اختصاصات متنوعة تخدم حاجة المجتمع الفلسطيني.   Abstract This study aims to identify the role of E-management and its dimensions (Administrative and organizational, financial, human, technological and technical, legal and legislative) these dimensions help in reinforcing the entrepreneurial orientation of four business incubators active in Gaza Strip which provide services to beneficiaries in a various fields. The researcher used the questionnaire as a tool for collecting data and information from the study population using The descriptive analytical approach to explain the phenomenon of the study. Where the researcher used the simple random sample of the distributed study sample, the amount of which is (200) individuals, where 166 items were recovered that is valid for statistical analysis at a rate of 83% . as the statistical package for social sciences (SPSS) was also used to interpret the results of the current study. The most important results of this study: 1_ The degree of appreciation came in agreement with the variable of E-management, at a relative weight of 82.76%. While the relative weight of the entrepreneurial orientation variable was 83.40% with an approval rating as well. 2_ There is a correlation between all dimensions of electronic management and entrepreneurial orientation. 3_ There is no significant impact of both the human and financial dimensions on the entrepreneurial orientation of business incubators And the presence of influence for the rest of the dimensions. 4_ The results of the differences for the incubator variable were in favor of both Incubator of the University College of Applied Sciences UCAS and And the business and technology incubator at the Islamic University BTI . Based on the results, the study suggests the following recommendations: 1_ Adopt a specific road to attract beneficiaries of the incubation programs. 2_ The need for incubators to own projects that provide job opportunities for beneficiaries in a sustainable manner. 3_Urging all official agencies and governmental institutions to establish business incubators with various specializations that serve the needs of the Palestinian society.
