Abstract

هدفت الدراسة إلى اختبار أثر المشاركة المجتمعية على فعالية التخطيط الاستراتيجي في بلديات المحافظة الوسطى، حيث اعتمدت الدراسة على المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من جميع أعضاء لجان الأحياء البالغ عددهم (539) عضواً، وكانت أداة الدراسة الأساسية عبارة عن استبانة، واختيرت عينة نسبية طبقية من أعضاء لجان الأحياء بلغت (240) عضواً أرسلت إليهم استبانة الدراسة، فاستجاب منهم (196) فرداً، بنسبة استجابة بلغت (81.67%). ولقد اعتمدت الدراسة على برنامج رزمة التحليل الاحصائي للعلوم الاجتماعية، ومن خلال مجموعة من الاختبارات والأساليب الوصفية والاستدلالية تم الوصول إلى عدة نتائج جاء أهمها أن واقع المشاركة المجتمعية في بلديات المحافظة الوسطى من وجهة نظر لجان الأحياء جاءت بنسب مرتفعة، حيث بلغ الوزن النسبي للدرجة الكلية (74.86%)، وحصل بعد لجان الأحياء على المرتبة الأولى (77.92%)، يليه بعد وجود إطار للمشاركة المجتمعية (74.20%)، ثم بعد مشاركة المواطنين (73.84%)، وجاء بعد مشاركة المؤسسات بالمرتبة الأخيرة (73.50%)، كذلك تبين أن مستوى فعالية التخطيط الاستراتيجي في بلديات المحافظة الوسطى من وجهة نظر أعضاء لجان الأحياء مرتفعاً بنسبة (75.28%)، كما أشارت النتائج إلى وجود علاقة ذات دلالة إحصائية بين المشاركة المجتمعية وفعالية التخطيط الاستراتيجي في بلديات المحافظة الوسطى. وكانت العلاقة طردية، حيث بلغ معامل الارتباط (0.800)، وتبين وجود أثر دال إحصائياً لأبعاد المشاركة المجتمعية في فعالية التخطيط الاستراتيجي في بلديات المحافظة الوسطى. وعلى ضوء نتائج الدراسة قدم الباحث مجموعة من التوصيات جاء أهمها تعزيز ثقافة المشاركة المجتمعية بين أفراد المجتمع الفلسطيني؛ لما لها من فوائد في تحسين خطط البلديات وقدرتها على تلبية حاجات المواطنين، وتفعيل وسائل الاتصال والتواصل الحديثة في تفعيل قنوات المشاركة المجتمعية في بلديات المحافظة الوسطى، إقامة مؤتمرات علمية وندوات وأيام دراسية لصياغة إجراءات واضحة لعمليات المشاركة المجتمعية وأطراف المشاركة وهدفها. Abstract The study aimed at examining the impact of community participation in the effectiveness of the strategic planning in the middle area municipalities. The study depended on the descriptive-analytical approach and its population included all of the (539) (Members of Neighborhood Committees). Besides, the main tool of the study was a questionnaire and a proportionate stratified sample of (240) members was selected, each given the questionnaire. (196) members responded to the questionnaire with a percentage of (81.67 %). The study adopted the Statistical Package for the Social Sciences (SPSS) and through a combination of descriptive and inferential methods, several findings were reached. The most important finding was that the reality of community participation in the municipalities of the middle area governorates from the neighborhood committees' view was high, where the relative weight of the total score was (74.86%). The dimension of neighborhood committees ranked first (77.92%) and the dimension of the existence of participation framework ranked (74.20%). In addition, the dimension of citizens’ participation got (73.84%). Finally, the dimension of the institutions’ participation got (73.50%) ranking the last place. The effectiveness level of strategic planning in the middle area governorates from the members of the neighborhood committees' view was high (75.28%). The results also indicated that there was a statistically significant correlation between community participation and the effectiveness of strategic planning in the middle area governorates and that correlation was direct with a correlation coefficient (0.800). the study also revealed that there was a statistically significant effect of the dimensions of community participation in the effectiveness of strategic planning in the municipalities of the middle area governorates. Based on the results of the study, the researcher presented a set of recommendations, the most important of which is the promotion of community participation culture among Palestinians which will benefit the municipal plans and help meet the citizens' needs. Besides, activating modern communication means to invigorate community participation channels in the municipalities of the middle area governorates as well as organizing scientific conferences, seminars and study days to develop clear procedures for community participation, its parties and goals.
