Abstract

هدفت الدراسة إلى التعرف على أثر أبعاد الرقابة الإلكترونية على الانضباط الإداري في وزارة الصحة الفلسطينية-المحافظات الجنوبية ولغرض تحقيق أهداف الدراسة قام الباحث باستخدام المنهج الوصفي التحليلي كمنهج ملائم لطبيعة الدراسة، وشمل مجتمع الدراسة ذوي المناصب الإشرافية بمستشفيات وزارة الصحة الفلسطينية وتم استخدام الاستبانة كأداة أولية لجمع البيانات، حيث استخدم الباحث العينة القصدية(الهدفية)، اذ قام بتوزيع عدد (120) استبانة وتم استرداد (100) استبانة بنسبة استرداد بلغت (83.3%). وقد خلصت الدراسة إلى مجموعة من النتائج كان أهمها: أن الوزن النسبي لتقديرات أفراد عينة الدراسة لمستوى الرقابة الإلكترونية في وزارة الصحة الفلسطينية بالمحافظات الجنوبية بلغ (71.9%) بدرجة تقدير مرتفعة، أما الأوزان النسبية لأبعاد الرقابة الإلكترونية فقد جاءت كالتالي بُعد (فاعلية الرقابة الإلكترونية) بالمرتبة الأولى، بوزن نسبي (72.7%) ودرجة مرتفعة من التطبيق، بعد تحقيق النزاهة والكمال بوزن نسبي (72.3%)، بعد نظام الرقابة الإلكترونية بوزن نسبي (71.4%) وأخيرا بُعد تحسين جودة الأداء في المرتبة الأخيرة بوزن نسبي (71.2%) ودرجة مرتفعة من التطبيق، وحصل محور الانضباط الإداري على وزن نسبي (72.7%)، وأظهرت الدراسة وجود علاقة وأثر دال احصائيا للرقابة الإلكترونية على الانضباط الإداري حيث بلغ معامل التحديد لنموذج الانحدار (0.539) وهذا يعني أن أبعاد الرقابة الإلكترونية الموجودة تفسر ما نسبته (53.9%) من التغير الحاصل في مستوى الانضباط الإداري. وفي ضوء ما خلصت إليه الدراسة من نتائج قدم الباحث العديد من التوصيات كان أهمها: التأكيد على أهمية الرقابة الإلكترونية في وزارة الصحة الفلسطينية لتحقيق الانضباط الإداري حيث يجب توفير كافة المتطلبات التنظيمية اللازمة لعمل نظام الرقابة الإلكترونية ، وضرورة اللحاق المتواصل بالتقدم العالمي فيما يخص الإجراءات الرقابية، من خلال تطبيق المعايير والضوابط الدولية الحديثة بالرقابة الإلكترونية وضرورة العمل بالرقابة الإلكترونية والاستفادة من التجارب الناجحة في المؤسسات المحلية والدولية للاستفادة من إيجابياتها وتجنب سلبياتها. Abstract The study sought to determine the impact of electronic control dimensions on administrative discipline in the Palestinian Ministry of Health's southern governorates. The results, where the researcher employed the purposeful (objective) sample, as he distributed (120) questionnaires and (100) questionnaires were retrieved with a (83.3%) recovery rate. The study concluded a set of results, the most important of which were: The relative weight of the estimates of the study sample for the level of electronic control in the Palestinian Ministry of Health in the southern governorates amounted to (71.9%) with a high level of application. ) ranked first with a relative weight of (72.7%) and a high degree of application, after achieving integrity and perfection with a relative weight of (72.3%), after the electronic control system with a relative weight of (71.4%) and finally the dimension of improving the quality of performance ranked last with a relative weight of (71.2%) And a high degree of application, and the axis of administrative discipline got a relative weight (72.7%), and the study showed a relationship and a statistically significant effect of electronic control on administrative discipline, as the coefficient of determination of the regression model reached (0.539), and this means that the existing electronic control dimensions explain a percentage of (53.9 %). of the change in the level of administrative discipline. In light of the results of the study, the researcher made several recommendations, the most important of which are: Emphasizing the importance of electronic control in the Palestinian Ministry of Health to achieve administrative discipline and all necessary regulatory requirements must be provided for the electronic control system in the Palestinian Ministry of Health. Moreover, the need to continuously catch up with global progress in terms of control procedures through the application of modern international standards and controls for electronic control in the Palestinian Ministry of Health and the need to work with electronic control in the Palestinian Ministry of Health and to benefit from successful experiences in local and international institutions to benefit from its positives and avoid its negatives.
