Abstract
This study aimed to reveal the level of implementation of administrative transparency and its impact on enhancing administrative empowerment, by applying it to the Palestinian Ministry of Education and Higher Education in the southern governorates. The study used the descriptive analytical approach, and the study population consisted of all employees in the ministry who were under study, their number came to (294) male and female employees, the questionnaire was used as a tool for data collection, and it was distributed to (198) individuals from the community who were selected using the stratified random sample according to the job title variable. The valid questionnaires for statistical analysis amounted to (173), at a rate of (96.05%) of the total questionnaires retrieved. The study reached a set of results, the most important of which are: There is a large degree of agreement on administrative transparency in its five dimensions, with a relative weight of (73.27%), and approval of administrative empowerment to a large degree and a relative weight of (72.60%). The results showed that there is a direct relationship between administrative transparency in its five dimensions and administrative empowerment, as well as the presence of an effect for the dimensions of administrative transparency (information & work procedures, administrative accountability, and administrative communication) in administrative empowerment. , while there is no effect for the two dimensions ( legislation & laws, & performance evaluation). The results also indicated that there were no differences in the variables of the study (administrative transparency, and administrative empowerment) attributed to the variables (gender, age interval, educational qualification, years of service, and job title). The study concluded with several recommendations, most notably the need to work on spreading the culture of administrative transparency, and clarifying the implications of its application to the administrative work in the ministry, as well as finding a mechanism to ensure the participation of workers in the ministry. By reviewing the regulations and instructions regulating work, as well as reviewing laws and legislation periodically to keep abreast of work developments and work to instill the values of self-control in the hearts of the employees of the Ministry and the activation of control roles periodically and continuously. As well as granting the Ministry's employees more freedom and powers in dealing with some urgent problems without referring to the senior management to accomplish the tasks assigned to them. In addition to the need to work on the Ministry's adoption of meaningful dialogue and constructive criticism in administrative work that needs decision-making.
