Abstract

اتسمت الأزمة الأوكرانية الروسية بأحداثها المتسارعة، التي هي صراع على المصالح والسياسات، وتعتبر مواجهة عسكرية وأزمة دولية مستمرة، كما أن الحرب الروسية الأوكرانية لن تكون حدودها البلدين، بل إن لها أثرها على العالم سواء على المستوى السياسي والتحالفات والجانب الاقتصادي، يمكن أن تكون حرب عالمية ثالثا قد تحدث.وتستند الأزمة الأوكرانية إلى تصور دور روسيا في الساحة الدولية ،ليس كونها قوة إقليمية كما يصفها الغرب ،بل أن سعي فلاديمير بوتين إلى جعل روسيا قوة عظمي مقررة فى الشؤون الدولية ،وهذا ما تبرره مكانتها الجيوسياسة . وانعكاس هذه الأزمة التي اندلعت بين البلدين وتداعياتها. السمة الفريدة التي تتميز بها العلاقات بين البلدين، من ناحية، كشفت أيضًا عن حجم الرهان الذي أصبحت عليه أوكرانيا فيما يتعلق بدور روسيا فيها؛ تستكشف هذه الدراسة طبيعة ودور المجلس الوطني الروسي في صياغة وتنفيذ السياسة الروسية تجاه الأزمة الأوكرانية. لذلك هدفت الدراسة إلى تسليط الضَوء على دور مجلس الأمنِ القومي الروسي في صياغة وتنفيذ السياسة الروسية تجاه أوكرانيا (2014م- 2022م)، حيثُ جاءت في أربعة فصول: تناول الفصل الأول، الإطار العام للدراسة، واشتملَ على مقدمة الدراسة، ومشكلتها وتساؤلاتها، وأهدافها، وأهميتها، والمناهج المستخدمة في التحليل، والدراسات السابقة، والتعقيب عليها، بينما استعرض الفصل الثاني تطور استراتيجية الأمن القومي الروسي في ضوء المتغيرات الداخلية والخارجية، واشتملَ على ثلاثة مباحث؛ المبحث الأول، الأمن القومي في الحقبة السوفيتية. والمبحث الثاني: الأمن القومي الروسي ما بعد الاتحاد السوفييتي 1991-2008م، والمبحث الثالث: الأمن القومي الروسي في عهد روسيا الاتحادية من العام 2008م-2014م، وتطرق الفصل الثالث إلى مجلس الأمن القومي الروسي واشتملَ على ثلاثة مباحث: الأول مجلس الأمن القومي الروسي وهيكلته وتشكيله، والمبحث الثاني تناول مهام مجلس الأمن القومي الروسي وأبرز استراتيجياته، والمبحث الثالث، دور مجلس الأمن القومي الروسي في رسم استراتيجية الأمن القومي الروسي على الصعيد الخارجي. في حين تطرقَ الفصل الرابع إلى دورِ مجلس ِالأمنِ القومي الروسي في صياغةِ وتنفيذ السياسة الأمنية الروسية تجاه أوكرانيا 2014 – 2022م، واشتمل ثلاثة مباحث، المبحث الأول: دور مجلس الأمن القومي الروسي في صياغةِ وتنفيذِ قرار ضم شبه جزيرةِ القرم 2014م، والمبحث الثاني: دور مجلس الأمن القومي الروسي في صياغة السياسة الأمنية والاستراتيجيات المتبعة تجاه أوكرانيا (2014-2022م)، المبحث الثالث: دورُ مجلسُ الأمنِ القومي الروسي في صياغةِ وتنفيذِ قرار بِدء العمليةِ العسكريةِ على أوكرانيا 2022. واستخدمت الدراسةُ عدة مناهج لإظهار دور مجلس الأمنِ القومي الروسي في صياغة وتنفيذ السياسة الروسية تجاه أوكرانيا (2014م- 2022م) وقد تمثلت في منهجُ صنعُ القرار، ومنهجُ تحليلُ النظم، ومنهجُ المصلحةِ القومية. وتوصلتْ الدراسة إلى العديدِ من النتائج، أبرزها: • رأى صانعُ القرارِ الروسي أن ثمةَ تهديداتٌ تواجهها روسيا سواء من جانب الولايات المتحدة، أو حلف الناتو؛ مما تطلب تعديل استراتيجيات الأمن القومي الروسي بما يتناسب مع تلك التهديدات. • أن المفهوم الضيّق للأمن لم يعدْ يتمحورُ حول الجانبِ العسكري فقط، لكن ثمة أبعاد متعددة تشملها منظومته الحمائية: البعدُ السياسي، البعدُ الاقتصادي، البعدُ الاجتماعي، البعدُ العسكري والأمني، والبعدُ الثقافي. • أن الأزمةَ الأوكرانيةَ ما هي إلا ترجمةٌ للصراعِ من أجلِ الهيمنةِ والنفوذ بين القوى الكبرى تدورُ على الأراضي الأوكرانية. وأوصت الدراسةُ، بضرورةِ تفهّم المخاوفِ الروسية، بعيدًا عن الإملاءاتِ الأمريكيةِ-الغربيةِ القائمة على منطقِ الهيمنةِ والتفرد، والعمل على فتح قنوات مع الطرف- الروسي، بهدف إنهاء الأزمةِ بأقلِ قدرٍ ممكنٍ من الخسارةِ لأطرافِ الأزمة. Abstract The Ukrainian-Russian crisis was characterized by its accelerated events, which is a conflict of interests and policies, and is considered a military confrontation and an ongoing International Crisis, and the Russian-Ukrainian war will not be the border of the two countries, but it has an impact on the world both at the political level, alliances and the economic side, it could be a third World War may occur. The Ukrainian crisis is based on the perception of Russia's role in the international arena, not being a regional power as the West describes it, but Vladimir Putin's quest to make Russia a superpower in international affairs, and this is justified by its geopolitical position . And the reflection of this crisis that broke out between the two countries and its repercussions. The unique feature of the relations between the two countries, on the one hand, also revealed the scale of the bet that Ukraine has become in relation to Russia's role in it; this study explores the nature and role of the Russian National Council in the formulation and implementation of Russian policy towards the Ukrainian crisis. Therefore, the study aimed to shed light on the role of the Russian National Security Council in the formulation and implementation of Russian policy towards Ukraine (2014-2022), as it came in four chapters: the first chapter dealt with the general framework of the study, and included the introduction of the study, its problem and questions, its goals, its importance, the approaches used in the analysis, previous studies, and commenting on them, while the second chapter reviewed the development of the Russian national security strategy in the light of internal and external variables, and included three investigations; the first topic, national security in the Soviet era. The third chapter dealt with the Russian National Security Council and included three sections: the first, the Russian National Security Council and its structure and formation, the second dealt with the tasks of the Russian National Security Council and the most prominent strategies, and the third, the role of the Russian National Security Council in drawing up the Russian national security strategy at the external level. The fourth chapter dealt with the role of the Russian National Security Council in the formulation and implementation of the Russian security policy towards Ukraine 2014-2022, and included three topics, the first: the role of the Russian National Security Council in the formulation and implementation of the decision to annex the Crimean Peninsula 2014, the second: the role of the Russian National Security Council in the formulation of security policy and strategies towards Ukraine (2014-2022), the third: the role of the Russian National Security Council in the formulation and implementation of the decision to start the military operation on Ukraine 2022. The study used several approaches to show the role of the Russian National Security Council in the formulation and implementation of Russian policy towards Ukraine (2014-2022), represented by the decision - making approach, the systems analysis approach, and the national interest approach. The study reached many results, most notably: * The Russian decision-maker saw that there are threats facing Russia, whether from the United States or NATO, which necessitated adjusting Russia's national security strategies in proportion to those threats. * The narrow concept of security is no longer focused only on the military aspect, but there are multiple dimensions covered by its protectionist system: the political dimension, the economic dimension, the social dimension, the military and security dimension, and the cultural dimension. * The Ukrainian crisis is only a translation of the struggle for dominance and influence between the major powers taking place on Ukrainian territory. The study recommended the need to understand Russian concerns, away from the American-Western dictates based on the logic of hegemony and exclusivity, and work to open channels with the Russian side, in order to end the crisis with the least possible loss to the parties to the crisis.
