Abstract

هَدفت الدِراسة للتعرف على الدور الـرقابي لوزارة التـربية والتعليـم وأثره على جَودَة الأداءِ المُؤسسي في مُؤسْسَاتِ التَّعليم العَالي الفَلسطيني، وتقديم تَوصيات تسهم في تحقيق أفضل لتلك المؤسسات كمحرك رئيس لرفع مستوى وتطوير جَودَة الأَدَاء المُؤسسي، واعتمد الباحث المنهجِ الوصْفي التَحليلي، وقد تَكون مُجتمع الدِراسة من (265) مُوظفاً ومُوظفة باستخدام اسلوب المسح الشامل وتم استرداد عدد (248) استبانة، ولِتحقيق أهدافْ الدراسةِ تم اعداد استبانة لجمعِ البياناتِ اللازمة، و تم استخدام برامج SPSS للتحليلِ الاحصائي. وتوصلت الدراسة الى النتائج كان من أهمها: • أن الأداء الرقابي في مؤسسات التعليم العالي الفلسطيني كان متوسطا بوزن نسبي(60.64%) وقد ركز على تكنولوجيا المعلومات ثم البيئة الرقابية ثم المخاطر. • أن مستوى جَودَة الأداءِ بمُؤسْسَاتِ التَّعليم العَالي جاءت بدرجة متوسط بوزن نسبي (58.8%). وقد خلصت الدراسة الى عِـدة توصياتٍ أهمُّها: • ضرورة مضاعفة اهتمام وِزَارة التَرْبيَة والتَّعليم العَالي بالـرقابة عبر " تُكنولوجيا الاتصالات والمَعلومات، البِيئة الـرقابية وتقييم المَخاطر. • ضرورة وضع وِزَارة التَرْبيَة والتَّعليم العَالي لاستراتيجية وخطط تَطويرية مرحلية لتطوير نظام الـرقابة بهدف تحقيق فاعلية رقابية مرتفعة. Abstract The study aimed to identify the oversight role of the Ministry of Education and its impact on the quality of institutional performance in Palestinian higher education institutions, and to provide recommendations that contribute to a better achievement of those institutions as a main driver for raising the level and developing the quality of institutional performance. ) male and female employees using the comprehensive survey method, and (248) questionnaires were retrieved, and to achieve the objectives of the study, a questionnaire was prepared to collect the necessary data, and SPSS programs were used for statistical analysis. The study reached results, the most important of which were: • The supervisory performance in the Palestinian higher education institutions was average with a relative weight of (60.64%). It focused on information technology, then the control environment, then risks. • The level of quality of performance in higher education institutions came in an average degree with a relative weight of (58.8%). The study concluded several recommendations, the most important of which are: • The need to double the interest of the Ministry of Education and Higher Education in control through "communication and information technology, control environment and risk assessment." • The need for the Ministry of Education and Higher Education to develop a strategy and phased development plans to develop the oversight system in order to achieve high oversight effectiveness.
